In compliance with your request, we are pleased to submit this proposal to
complete a personal inspection and appraisal of the buildings and equipment:

these buildings and equipment and a careful analysis of your appraisal re-
quirements, we have developed a service which will provide both a schedule
of insurable values covering the equipment and buildings as well as`'a

ORIGINAL APPRAISAL SERVICE
The original appraisal service would ,be rendered. in the following manner:
Buildings -The building appraisal will be accomplished in two basic ways,'
as follows:
l.'Buildings constructed in recent years where cost data is available.'' .
A. Our. basic field work and research will include a careful ',
personal inspection of each structure, a review of the
plans- and specifications, and a study of your historical.
cost data.

B. Our analysis of these data will include the deduction of j;'
costs for items such as site clearance and preparation,.
-' below ground utility services, off site utility costs,
yard paving, sidewalks, fencing retaining walls and
curbs, and like items that are not insurable under your
fire policy.
C. To the .resulting net building costs would be added other ,,
costs such as Architects' fees, soil tests, supervision, . I'
etc. Each contract would be further analyzed and adjusted
to reflect current construction costs.

2. Older buildings where proper cost data is not available:
Because the value of the older buildings cannot be properly estimated
by the method proposed above, we will prepare our standard form of
~• detailed quantitative estimate. This will include a listing o£ all
building components by logical classifications such as excavation,
foundation below ground, exterior walls, roof construction, lighting,
plumbing, heating, etc. All items of construction will be priced on
the basis o£ new replacement cost today.
It is understood that if the allocation of arty building or buildings
cannot be done in a sound manner, this building will be fully detailed
in the manner outlined above.
Equipment
We will complete a personal inspection and inventory o£ all City owned
equipment. This inventory will be prepared by buildings, rooms, and
other appropriate locational headings.
APPRAISAL REPORT
The appraisal report will be submitted in book form and will include a
recapitulation showing construction and equipment values by location for
each building. The report will also include descriptions and. values of
each structure and a complete print-out of all equipment listed in the
card system. This print-out will be indexed by buildings and will show
New Replacement Cost for each item or group of minor items. A separate
booklet containing a duplicate recapitulation will be submitted far use
of your Insurance Broker or others who do not require. the fully detailed
report.
PROPERTY CONTROL SYSTEM
The equipment inventory will be presented on Electronic Data Processing
caa•ds, complete with both visual and punched information. It will be ap-
::prapriately tabbed by locations and classifications and submitted in at-
'" tractive steel card file drawers.
The equipment will fall into two categories, and will be described on one
or the other of the following types of cards:

of one unit of property which we feel at
the time of preparation was subject to

principal shop equipment items, etc.

Consumable supplies, parts and inventories which are not considered
as equipment.
Paving, curbs and other construction not under roofed areas.
Below ground pipe lines, etc.
Reservoirs.
Walls and pumping columns in the wells. (We will appraise pumping j
heads, etc. above ground).
Concrete swimming pool in unroofed area. (We will appraise me-
chanical equipment, etc: in buildings)

This service is recommended for the following reasons:
1. To determine the amount of fire insurance for protection
o£ all City property.
2. To eliminate over-insurance with the resulting wasted -.
' premiLUn dollars.
_ To avoid the hazards of under-insurance with resulting
penalties.
LF. To obtain prompt settlement in the event of loss by being .
able to quickly and accurately prepare the required Proof
of Loss.
5. Enables the City Officials to account for and control all
assets in their custody.,
6. Assists.in planning and providing for proper City equip-
ment by furnishing data such as cost, location, condition,
adequacy, quantity, etc.
~. Provides the City Administrator a constant check on all
critical items such as business machines, etc.; thus
helps to minimize the possibility of misplacement and
theft. _
8. Has the advantage of being easily expanded and maintained ,
with minimum cost and effort by the City's staff.
FEE .
We estimate .the fee for our services in the preparation of the appraisal
report and property control system as specified herein will be approxi-
mately $3,000.00 and specifically stipulate that in no event will it
exceed ,x,`3,300.00. This fee estimate includes provision for out of town
living expenses, transportation and all other costs.
CONTINUOUS APPRAISAL SERVICE
As a supplement to the original appraisal service as provided above, we will.'
be in a position to provide your City with an economical annual service
along the following lines:.
1. Once a year you will be provided a revised recapitulation of
values to reflect cost trends, additions and'retirals of

Revision o£ the Property Control System by key-punching new
cards for all items purchased during the year following the
date of the last report.' Information concerning purchases `
will be supplied by your City on our maintenance Forms, a.
copy of which is enclosed.
The annual service fee will be $~2'~'0.00 payable upon delivery
of each annual reports Should you add new City buildings or
make changes o£ substantial nature, this annual fee is subject
to renegotiation. This fee does not contemplate an annual
personal inspection. o£ the property. Should such an inspec-
tion prove to 'be in your best interests, you would be charged
for the time and expenses involved as an extra.
In considering this matter, you will doubtlessly appreciate information
relative to General Appraisal Company. I am therefore enclosing a bro-
chore ~•r'nich indicates the broad scope o£ our activity-and clientele which
has been served during the 62 years since General Appraisal Company was
organized in 1902.
In Southern California we have served a number of Cities in a manner
similar to that proposed for Chula Vista. Included among these municipal
clients is Manhattan Beach, E1 Segundo, Monterey Park, Montebello, i~fonrovia,
Pomona, Brawley, El Centro, Santa Maria, Gardena and Ontario. YIe have
recently completed a similar. appraisal of all Imperial County properties.
As pointed out in our discussion, we have served San Diego County, City
_*~ of San Diego, Chula Vista Elementary School and Sweetwater Union High
y' School in the preparation o£ Fair Market Value appraisals in'connection
with the acquisition of real property. '
