HomeMy WebLinkAboutReso 1965-3653Resolution No. 3653 •resolve.as follows: WHEREAS, t'he City Council 'of the City of Chula Vista has annually; upon the recommendation of •the Civil Service Commission, •, anende„-those sections. of Rule II of.,the Rul,e's of the Civil Service • Commission establishing a classification and compensation or salary' plan, assigning ranges of compensation for all classified employees in the service of the City of Chula Vista,, and, WHEREAS, the said•P,ule `h•I was amended%by Resolution No. 342~,- adopted.June. 23, 1964 ;.,to'establis_h_.sudh•~a classification and y 1 compensation or salary •plan and assign ranges of compensation.for a1T.classified. employees,~to'reduce,the :av,erage.workweek of .full- time firemen, and to renumber sa.'id'sections of Rule II, :and WHEREAS; the City Council, by Resolution No. 35.42, adopted October 27, 1964.; amended said Rule II to provide for, a more competi- tiwe recruiting advantage in hiring City i~e,rsonnel by allowing a ,more flexible employment policy; and WHEREP,S, said RuIe.II was amended by Resolution No. 3608, adopted January 12, 19.65; to establish new procedures for preparation of the classification.plarr,.and ` `. WHEREAS, the .Civil Service Commission has 'he'retofore recommended further amendment to Rule. That Sections 1, 2, 4(b.)(l.), and 5 of Rule II, providing a compensation or salary plan and assignind ranges of compensation or salaries for all employees in 'the service of the City of Chula Vista, both classified and unclassified, a revised range numbering system, and authorization for the Personnel- Officer to approve interim or temporary-appointments, be,,.and th.e.same are hereby amended as set .. forth in Exhibit A, incorporated",hereby as though set forth herein in full. 2. That anew preamble to Rule II be, and it is hereby adopted as set forth in Exhibit A, incorporated hereby as though set forth herein in full, establishing a merit compensation or salary program. BE IT FURTHER RESOLVED, that the Personnel Officer be, and he is hereby .directed to cause such changes. and modivications to be incorporated in the Rules and Regulations of the Civil Service Commission as set forth in this resolution. Section 5. Advancement \`%i thin P,ange: Every ¢mployee in the classified service who holds a Permanent or Interim appointment as a result of blanketing-in, suspension of competitiv¢ examination or cer'iification crow an eligible list is entitled, at the commencement of the following pay period, to advance to Step 2 after serving six months at Step I., or to advance to Step 3 after six monthsr service at Step 2, or to advance to Step 4 after six monthsr service at Step 3, or to advance to Step 5 after one yearns service at. The following periods of time shall be disr¢garded and not counted; all leave of absence not ¢numerated abov¢; lay-offs in excess of 31 days; all periods of servic¢ performed with a .service rating equivalent to less than "unsatisfactory"; all service prior to resignation after per- manent appointment; all. servic¢ in a class prior to removal for unsatis- factory service in such class.
