May 9, 2013
4:00 p.m.
A Regular Meeting of the City Council of the City of Chula Vista was called to order at 4:05 p.m.
in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Councilmembers Aguilar (left at 5:32 p.m.), Bensoussan (amved at
4:08 p.m.), Ramirez (arrived at 4:25 p.m., left at 5:37 p.m.), Salas and
Mayor Cox (left at 6:07 p.m.)
ABSENT: None
ALSO PRESENT: City Manager Sandoval, Deputy City Attorney Shirey, City Clerk
Norris, and Senior Deputy City Clerk Bigelow
PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE
William Tunstall, Chula Vista resident, led the Pledge of Allegiance.
ECONOMIC DEVELOPMENT/MARKETING
A. UPDATE FROM THE ECONOMIC DEVELOPMENT DEPARTMENT ON THE
CITY'S ECONOMIC DEVELOPMENT PROGRAMS
Director of Economic Development Meacham provided information on the City's economic
state, aswell asshort-, medium-, and long-term goals. He provided information on the City's
sales tax revenue sources and stated that, for the first time, Chula Vista realized its highest
revenue from sales tax; however, Chula Vista is below the County's per capita average in 27 of
30 sales tax indicators.
Principal Economic Development Specialist Ruiz provided an update on the City's Enterprise
Zone and the Business Cluster Analysis study relating to attracting quality jobs.
B. UPDATE FROM THE OFFICE OF COMMUNICATIONS ON THE CITY'S
OUTREACH ACTIVITIES AND PLANS FOR IMPLEMENTING PROPOSED IMAGE
AND BRANDING PROGRAM
Marketing and Communications Manager Steinberger presented information on the City's
comprehensive marketing plan, including embracing multicultural diversity, attracting business,
and increasing sales tax revenue. She presented the communication strategies being employed.
Councilmember Aguilar left the meeting at 5:32 p.m.
Councilmember Ramirez left the meeting at 5:37 p.m.

Mazlee Ehrenfeld, consultant, representing MJE Mazketing Services, presented information on
the City's marketing and branding efforts.
Marketing and Communications Manager Steinberger suggested placing additional funds in the
fiscal year 2013/2014 budget to further the marketing efforts.
ACTION: Councilmember Salas moved to direct staff to partner with other organizations to
support holiday activities that already occur within the City and are not at
taxpayer cost. Mayor Cox seconded the motion, and it carried 3-0.
Mayor Cox left the meeting at 6:07 p.m.
ADJOURNMENT
At 6:07 p.m., the meeting was adjourned due to lack of quorum to the next Regulaz City Council
Meeting on May 21, 2013, at 2:00 p.m., in the Council Chambers.
