HomeMy WebLinkAboutOrd 1978-1845 ORDINANCE N0. 1845 AN ORDINANCE OF THE CITY OF CHULA VISTA AME\'DING THE CHULA VISTA DNNICIPAL CODE BY ADDING THERETO A NEIY CFWPTER 19.27 ENTITLED "DfHP - EXCLUSIVE D106ILE HONE PARK ZONE", REPEALING SECTIONS 19.56.300 THROUGH 19.56.330 PERTAINING TO THE b10BILE HOME PARK MODIFYING DISTRICT, AND CERTIFYING THE NEGATIVE DECLARATIOV On November 28, 1978, by a unanimous vote of the City Council, this ordinance was placed on second reading and adopted. The ordinance establishes the exclusive mobile home park zone which is intended to provide appropriate locations where mobile home parks may be established, maintained and protected. The regu- lations detailed in the ordinance are designed to promote and encourage an orderiy residential environment with appropriate physical amenities, such as open areas, landscaping and parking and to this end, the regulation permit, through the conditional use permit process, the establishment of mobile home parks. Fulasz, CMC, City C1 k ��� i ORDINANCE NO. 1845 AN ORDINANCE OF THE CITY OF CHULA� VISTA AMENDING THE CHULA VISTA PIUNICIPAL CODE BY ADDING THERETO A NEW CIIAPTER 19 . 27 ENTITLED "MHP - EXCLUSIVE MOBILE HOME PARK ZONE" , REPEALING SECTIONS � 19 . 56 . 300 THROUGH 19 . 56 . 330 PERTAINING TO THE MOBILE HOME PARK P10DIFYING DISTRICT, AND CERTIFYING THE NEGATIVE DECLARATION The City Council of the City of Chula Vista finds as follows: That in accordance with the attached idegative Delaration, IS-79-20 and the findings therein, the proposed amendments to the Municipal Code relating to a Mobile Home Park Zone will not have a significant impact upon the environment, and the City Council hereby certifies that the Negative Declaration was pre- pared in accordance with the California Environmental Quality Act of 1970 , as amended. The City Council of the City of Chula Vista does ordain as follows : SECTION I : That the Chula Vista Municipal Code is hereby amended by adding thereto a new Chapter 19 . 27 to be, and to read as follows: CHAPTER 19 . 27 MHP - EXCLUSIVE MOBILE HOME PARK ZONE Sec. 19 . 27 .010 Purpose. The purpose of the MHP zone is to provide appropriate locations where mobile home parks may be established, maintained, and protected. The regulations of this zone are designed to promote and encourage an orderly residential environment with appropriate physical amenities, such as open areas, landscaping, and parking. To this end, the regulation permit, through / the conditional use permit process, the establishment " of mobile home parks. Sec. 19 . 27.020 Permitted Uses. A. Mobile home parks, subject to the securing of a conditional use permit in each particular case; B. Accessory buildings or appurtenant signs . Sec. 19 . 27 . 030 Area Regulation. The area regulation of the MHP zone is as follows: The minimum area of a mobile home park �site shall be five acres. -1- I Sec. 19 . 27 . 040 Bulk, Setbacks , Circulation, Parking, Landscape, Environmental, and Design Criteria. The bulk, size of each mobile home site, permitted number of mobile homes per acre, setbacks, circulation, parking, landscaping, environment, and design of all uses proposed for establishment within the D7HP zone shall be governed by the criteria embodied in the City of Chula Vista' s Development Policy for Mobile Home Parks , as amended, adopted by .the City Council on April 23 , 1974 , under Resolution No. 7279 . Sec. 19 . 27. 050 Site Plan and Architectural Approval . Site plan and architectural approval as provided in Sections 19 . 14 . 420 through 19 . 14 . 480 shall be required prior to any development or construction within the MHP zone . Sec. 19 . 27 .060 Preliminary Plan Required. Any application to reclassify land to the MHP zone shall be accompanied by a preliminary development plan sliowing the boundaries of the proposed mobile home park site, points of access, density, general onsite circu- lation and typical size of sites for various mobile home configurations SECTION II: That Sections 19 . 56. 300 through 19 . 56. 330 of the Chula Vista Municipal Code pertaining to the Mobile Home Park Modifying District be, and the same are hereby repealed.
