HomeMy WebLinkAbout2013/05/13 RCC MinutesMINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION May 13, 2013 City of Chula Vista, Executive Conference Room 103 276 Fourth Avenue MEETING CALLED TO ORDER: By Chair Rahimzadeh at 4:01 p.m. ROLL CALL: MEMBERS PRESENT: Commissioners Coleman, Flores, Kappes, Valen, Vargas, and Chair Rahimzadeh MEMBERS ABSENT: Commissioners Romo MOTION TO EXCUSE: None STAFF PRESENT: Administrative Services Manager Beamon, Environmental Resource Manager Reed, Deputy City Attorney Silva, and Sr. Secretary Fields OTHERS PRESENT: APPROVAL OF MINUTES: ORAL COMMUNICATIONS: INFORMATION ITEMS: None ACTION ITEMS: None The Minutes of April 8, 2013 were approved. None 1. Car Sharing Ordinance — Simon Silva Deputy City Attorney Simon Silva distributed an updated version of the Ordinance and went over specifics of the guidelines. He stated that the goal was to take the Ordinance to Council next week for the first reading, followed by the second reading, and then ultimately begin the program at the end of June. Attorney Silva then addressed the board's comments and questions. Action: Commissioner Kappes made a motion that the Resource Conservation Commission recommend that City Council adopt the ordinance to help promote car sharing services within Chula Vista, with the addition of a Sunset Clause. Commissioner Valen seconded the motion. The motion passed unanimously. 2. Climate Action Plan Update — Brendan Reed Environmental Resource Manager Brendan Reed gave his six -month update on the Climate Action Plan. He went over the major accomplishments and highlights since the last update, and stated that 91% of the fifty -seven components had been completed or were in progress. He added that five of the fifty -seven components remain on hold, and then went on to detail some of the specifics. Manager Reed responded to questions and RCC Minutes, 5113113, Page 1 of 2 comments from the board and stated that he would e-mail a link for the specific plan for the Palomar Gateway area to the RCC. Action: Commissioner Vargas made a motion that the Resource Conservation Commission recommend that City Council accept the Climate Action Plan progress report. Commissioner Flores seconded the motion. The motion passed unanimously. MANAGERS COMMENTS • In Commissioner Romo's absence Environmental Resource Manager Reed mentioned the 2013 Ride To Work Day regarding motorcycles and scooters. The board discussed the issue. COMMISSIONER COMMENTS • Commissioner Coleman stated that he would be representing the RCC on the new Bayfront Cultural & Design Committee. Commissioner Flores volunteered to be the alternate representative for the group. • Commissioner Kappes commented on the recent community event in Otay Ranch. She had attended the event and stated that she would like to have seen more recycling going on at the event. • Commissioner Coleman remarked on a Climate Change study he had seen that contained interesting information and asked that it be e- mailed to the group. CHAIR COMMENTS • Chair Rahimzadeh mentioned the Boards and Commissions Recognition event on June 3rd. ADJOURNMENT: The meeting was adjourned at 5:20 p.m. to a regular meeting on Monday, June 10, 2013, at 4:00 pm in Executive Conference Room 103, Building 300, 276 Fourth Avenue, Chula Vista, CA 91910.
