HomeMy WebLinkAboutReso 1965-3608RESOLUTION N0. 3608 RESOLUTION AMENDING RULE II, Section 3(b) (1) and (2) OF THE CIVIL SERVICE RULES AND REGULATIONS AND ADDING THERETO A NEW SUBSECTION (3) The City Council of the City of Chula Vista does hereby resolve as follows: NOW, THEREFORE, BE IT RESOLVED, .that Rule II;s,Sectionr3~..c:=: ,~, (b) (1) and {2) be, and the same is_hereby amended to read as follows: (b)(1) Preparation of Classification Plan: The Personnel Officer shall. ascertain and record the duties and responsibilities of all positions i:ri the. City service., After consulting with appointing .. authorities and heads of departments affected, the Personnel Officer shall recommend the plan 'to•the Civil Service. Commission who shall then advise the City Council on•the.adoption of. the classification plan. All positions in the City service shall be grouped into classes and each class shall include those positions sufficiently similar in respect to their duties and responsibilities that similar require- ments as. to training, experience, knowledge, skills, personal qualities and the .same salary range may be made to apply with equity to all ' positions in the same class. The classification plan shall consist of a list of titles of the classes to which all positions in the City service are to be allocated and a written class specification describing each class. Each class specification outlines the main characteristics and de- sirable qualification requirements of positions allocated to the class and gives examples of duties which employees holding such positions may properly be required to perform. The class specification is descriptive and explanatory but not restrictive. The listing of particular examples of duties does not preclude the assignment ofd other tasks and duties of related kind or character or of lesser \~ skills. The statement of desirable qualifications in a class. specification is intended to be used as a guide in sele'ct'ing candi- dates for employment, as an aid in the preparation of compet: examinations, and for use in deterr~lining the relative value of positions in one class with positions in other classes. In the preparation of the classification plan the Per- sonnel Officer shall allocate every position in the competitive ser- vice to one of the classes established by the plan. The Personnel Officer shall make all recommendations by furnishing necessary in- formation in the preparation of the classification plan. (2) Adoption of Plan: Before any additions or deletions of classes to the classification plan become effective it shall first be .approved in whole or. in part by the City Council. (3) Revisions of the Classification Plan: The Personnel Officer shall provide necessary reviews and necessary changes with the advice of the Civil Service Commission so that the classifi- cation plan is kept curreht and that changes in existing classes, the establishment of new classes or the abolition of classes are properly reflected in the classification plan. The Personnel- Officer shall provide for the reallocation of any position from one class to another class whenever a change in duties and responsibilities of such position makes the class to which the position was previously allocated no longer applicable. Any proposed re-allocation to be made shall be made with the know- ledge of the employee concerned and his d-epartment head and shall take into consideration the following factors': kind of duties to be per- formed, the degree of difficulty and complexity of the duties, the level of responsibility of the position, and the basic skills, knowledge and abilities required to perform the work. The personal qualifications, ability or performance of an employee occupying a ,position shall. not be a criterion for classifying his position. when a position necessarily includes duties and responsibilities of .: ., two or more classes., the final solution used. may take into consid- eration (a) allocation of the position in accordance with the duties and responsibilities which occupy.. the major part of the working time; '(b) allocation of the position in .accordance with the highest essential group of duties and responsibilities of the position; or Page 2 (c) with the concurrence of the appointing authority divide the position into two or more part-time positions.
