CIVIL SERVICE COMMISSION OF THE CITY OF CHULA VISTA
April 4, 2013 5:15 p.m.
The regular meeting of the Civil Service Commission of the City of Chula Vista was called to order at 5:17
p.m. in Conference Room B 129, located in the Public Services North Bldg 300 at 276 Fourth Avenue, Chula
Vista, California.
ROLL CALL
PRESENT: Commissioners Marrufo, Starr, Villegas-Zuniga, Gonzales and Paseman
ABSENT: None.
CONSENT CALENDAR (Items 1-3)
1. APPROVAL OF MINUTES of February 7, 2013
Staff recommendation: Commission approve the minutes.
2. APPROVAL OF PAYROLL ADJUSTMENT (STAFFING) REPORTS: 1301040, 1301050,
1301060
Staff recommendation: Commission approve the staffing reports.
3. CONSIDERATION OF APPROVING THE ELIGIBLE LISTS:
A. ACCOUNTING ASSISTANT (RECRUITMENT #13364101)
B. PEACE OFFICER-LIST 1 (RECRUITMENT #13506101)
C. PEACE OFFICER-LIST 2 (RECRUITMENT #13506101)
D. POLICE SERVICES OFFICER (RECRUITMENT #12513111)
E. SECRETARY (RECRUITMENT #13017101)
F. SENIOR GARDENER (RECRUITMENT #12662112P)
G. SENIOR PLANNER (RECRUITMENT #13443201P)
Staff recommendation: Commission approves the eligible lists.
ACTION: Commissioner Villegas-Zuniga moved to approve Consent Calendar items 1 through 3,
headings read. Commissioner Gonzales seconded the motion and it carried 5-0.
ACTION ITEMS
4. CONSIDERATION OF APPROVING AN EXTENSION OF THE FIRE ENGINEER ELIGIBLE
LIST
Staff recommendation: Commission approve the extension.
ACTION: Fire Chief Dave Hannemann provides an explanation to the Commissioners of why the
extension is being requested by the department. John Hess, Union President also speaks in
support of the extension. Commissioner Marrufo moved to approve Action Item 4.
Commissioner Villegas-Zuniga seconded the motion and it carried 5-0.

5. CHAIR'S COMMENTS
There were none.
6. COMMISSIONER'S COMMENTS
Commissioner Gonzales had some questions regarding the Secretary job title.
7. STAFF'S COMMENTS
Kelley Bacon, Deputy City Manager informs the Commissioners of a lawsuit being brought
against the Civil Service Commission and the Human Resources Department. The lawsuit will be
handled by the City Attorney's office and at this time, does not require involvement of the
Commissioners.
ADJOURNMENT
At 5:28 p.m., Commissioner Starr adjourned to the regular meeting on Thursday, May 2, 2013 at 5:15
p.m., in Conference Room B129, Public Services Building North Bldg 300, at City Hall, 276 Fourth
Avenue, Chula Vista, California.
