HomeMy WebLinkAboutReso 1964-3550RESOLUTION NO. 3550 RESOLUTION REQUESTING PLANNING ASSYSTANCE UNDER AUTHORITY OF CHAPTER 1641, STATUTES OF 1959 AND AUTHORYZING THE APPROPRIATION OF NECESSARY FUNDS WHEREAS, the City of Chula Vista desires 'to provide for a planning study contributing 4o an over-all program for future community development, the preservation oi' community values, the prevention of conditions tending to cause urban blight, and; the promotion of the general health, safety, and welfare of its citizens, and WHERF~S, The State ')apartment of Finance, under authority 1 of Chapter 1641, Statutes of 1959,, may provide planning assistance for such a program and receive financial assistance fro® the Urban Renewal Administration, as authorized by Section 701 of the Housing Act of 1954, as amended (Public Laws, 83rd Congress), NOW, THEREFORE, SE IT RESOLVED, that the City Council of the City of Chula Vista hereby requests the State Department of Finance to provide planning assistance under authority of Chapter 1641, Statutes of 1959, with such ginancial assistance as may ~ provided by the Urban Renewal Administration, undeg.authority of Section 701 of the Housing Act of 1954' as amended (Public Laws 860, 83rd Congress).. That such planning assistance is more par- ticulazly described 3n a project description that is attached hereto and made a part of this resolution as if fully set forth herein. BE IT FURTHER RESOLVED, 'that the City Council of the City of Chula Vista, subject to approval of such planning assistance by the State and Federal authorities, hereby authorizes: (a) Payment to the State Department of Finance of a sum not to exceed $693,00, and (b) Use of personnel of the City of Chula Vista for technical assistance in this project, which assistance has an estimated value of $900.00. In the period subsequent to the preparation of Chula Vista's Zoning Ordinance, the City has prepared and adopted a Comprehensive General Plan. The Zoning Ordinance and Map are not adequate to carry out the new General Plan, and do not reflect the .. latest concepts in zoning ordinance approach or structure. The purpose of this program is to help provide the City of Chula Vista . with up-to-date legislative controls necessary to implement the -~ long-range Plan. B. Area Covered. The Zoning Ordinance and Map will be specifically applicable within the incorporated limits of the City of Chula Vista, but will be coordinated with the County of San Diego and designed for potential annexation of presently unfpcorporated sections of the Chula Vista Planning Area. b) 2 C. A comprehensive General Plan was completed for the City of Chula Vista, in June 1964, The proposed program will provide an up-to-date Zoning Ordinance for the City--carrying out recommendations set forth in the General Plan, B. The City of Chula Vista intends to proceed with a Capital Improvement Program based on the General Plan. New zoning will help insure that public funds are we 11 spent in relation to'private land development. C. Work on the new Zoning Ordinance will be coordinated with City and District plans for schools, public works, recreation, etc. .D. Work on the new Zoning~Ordinance will be coordinated with zoning in the County and the adjacent cities. E. The preparation of a new Zoning Ordinance constitutes the preparation of regulatory ad administrative measures insupport of the City's adopted General Plan. . ~ - ~ • ,. b) 5 'Relation to Federal Interests The proposed work will constitute a major step in the process of guiding the growth and development of the Chula Vista Area so as to prevent incompatible _and harmful land uses and future blight or slums; provide for the full effect- iveness of puUlic and private investments in development; and point the way toward a more livable and attract ive~environment within the City of Chula Vista. Prior Planning Work Completed General Plan program completed in 1964 and General Plan subsequently adopted by Planning Commission and City Council. Comprehensive new subdivision ordinance draft completed and now under final study by City. Work initiated on p reparation and review of first preliminary draft of a new Zoning Ordinance. Future Planning Work Contemplated The City of Chula Vista contemplates a continued active planning program, carried out by their professional planning staff to include yearly studies to effectuate the details of the General Plan, including a capital improvemeht program, etc. The present zoning program will include improvements in zoning administrative practices in ChulaVista. Planning Assistance to Cities and Other Areas of Less Than 50,000 Population A. Much of the older area within the city limits and small portions of the . area outside the City have become urbanized,, It is anticipated that :a large proportion of the remaining open land in and out of the present City will be developed during the next several decades, B. 'The zoning studies will result in regulations to be applied specifically i , b) 6 within the city limits but will include zones, such as agriculture and residential estates, applicable to annexation of lands not now within the city limits and the recommendation to San Diego County of zoning suitable for presently unzoned lands adjacent to the city limits and within the Chula Vista planning area (as shown on the adopted General Plan for Chula Vista).
