HomeMy WebLinkAboutReso 1964-3542 RESOLUTION #3542 RESOLUTION AMENDING RULE II, SECTION 4(a)1 and 4(a)2 OF THE RULES OF THE CIVIL SERVICE COMMISSION WHEREAS, it is desirable to provide a more competitive re- cruiting advantage in the hiring of City personnel 'and to obtain better trained and qualified employees by allowing employment at all steps of a salary range, and WHEREAS, the present provisions of Rule II, Section 4(a}1 of the Rules of the Civil Service Commission prevent: the establish- ment of procedures to achieve this goal, and WHEREAS, the Civil Service Commission has recommended the amendment of said Rule,and WHEREAS, it is desirable to provide a uniform five percent ~, (5%) salary increase to employees promoted to a higher level position to assure adequate compensation for increased responsibilities, and WHEREAS, the present provisions of the Rules of the Civil Service Commission Rule 2, Section 4(a)2 do not provide for such an increase, and WHEREAS, the Civil Service Commission has recommended the amendment of said Rule, NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Chula Vista that the Rules of the Civil Service Commission be and they aie hereby amended to read as follows: Rule II, Section '4(a)1 Prescribed Entrance Steps The first salary step shall normally be the hiring rate. Appointment may be made to other than the normal entering salary step upon the recommendation of the department head and the personnel officer and upon the approval of the Chief Administrative Officer, when it is decided that such action is in the best interest of.the Page 1 ~. , . Determination of such hiring rate shall take into consider- anon the salaries being paid to,those.persans presently employed in -the same classification in which the new employee is to work; the present salary of the person being considered for employment; the training, work experience, knowledge, abilities and skills the employee will bring to the job; the recruitment problems of the particular job; and such other pertinent factors as related to individual problems.
