ROLL CALL PRESENT: Councilmembers Aguilar, Bensoussan (arrived at 1:07 p.m.), Ramirez (arrived at 1:09 p.m.), Salas and Mayor Cox ABSENT: None CLOSED SESSION Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Official Minutes and records of action taken during Closed Sessions are maintained by the City Attorney. Mayor Cox announced that the Council would convene in closed session to discuss the items listed below. At 1:06 p.m., the Council convened in Closed Session. Mayor Cox recessed the meeting at 1:57 p.m. to the Regular City Council Meeting of May 7, 2013, at 2:00 p.m. The Council reconvened at 4:30 p.m., with all members present. PR318)" PROJECT AND DIRECTING STAFF TO RE-BID THE PROJECT (Director of Public Works) Staff recommendation: Council adopt the resolution. 15. RESOLUTION NO. 2013-086 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND WILDLANDS, INC., A DELAWARE CORPORATION, TO PURCHASE THE REQUIRED OFF-SITE MITIGATION CREDITS FOR THE WILLOW STREET BRIDGE REPLACEMENT PROJECT AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE THE AGREEMENT (Director of Public Works) Staff recommendation: Council adopt the resolution. ACTION: Mayor Cox moved to approve staff's recommendations and offered Consent Calendaz Items 1 through 15, headings read, text waived. PUBLIC COMMENTS Olivia Paz, Chula Vista resident, announced an annual Clean Up Otay Lakes event. PUBLIC HEARINGS 16. PUBLIC HEARING ON CHULA VISTA'S PORTION OF THE REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM (Director of Public Works) Staff recommendation: Council conduct the public hearing and adopt the following resolution. Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and at the time specified in the notice. Mayor Cox opened the public hearing. There being no members of the public who wished to speak, Mayor Cox closed the public hearing. ACTION: Councilmember Salas moved to adopt the following Resolution No. 2013-087, heading read, text waived. Deputy Mayor Bensoussan seconded the motion, and it carried 5-0. RESOLUTION NO. 2013-087 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE AMENDMENT OF THE TRANSNET LOCAL STREET IMPROVEMENT PROGRAM OF PROJECTS FOR FISCAL YEARS 2012/2013 THROUGH 2016/2017 FOR INCLUSION IN THE REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM, PROVIDING THE CERTIFICATION AND INDEMNITY STATEMENTS NECESSARY TO OBTAIN TRANSNET FUNDS ACTION ITEMS 17. UPDATE ON THE PROCESS OF THE PROACTIVE SIGN ENFORCEMENT PROGRAM (Assistant City Manager/Director of Development Services) Staff recommendation: Council accept the report. Code Enforcement Manager El-Khazen and Sr. Code Enforcement Officer Novak presented information on the City's proactive sign enforcement program. Lisa Cohen, representing the Chula Vista Chamber of Commerce, spoke in support of staff's recommendation. ACTION: Councilmember Salas moved to accept the report. CITY MANAGER'S REPORTS City Manager Sandoval stated that the City would be recommending the following members to serve on the Bayfront Cultural Design Committee: Lisa Moctezuma, representing the Planning Commission; Javier Nava, representing the Design Review Board; and Robert Coleman representing the Resource Conservation Committee. City Manager Sandoval announced there would be a Council workshop on May 9, 2013, and that the Regular Meeting of May 14, 2013 would be cancelled. He also thanked Eric Crockett and other employees who participated in the management of finances related to the dissolution of the Redevelopment Agency. 19. MAYOR'S REPORTS Mayor Cox announced the following events: Chula Vista Community Fun Run, Clean Up Otay Lakes, and Chula Vista Day at the Padres. 20. COUNCILMEMBERS' COMMENTS Councilmember Ramirez recognized the Church of Christ and Latter Day Saints for their recent clean-up event in Chula Vista, as well as the Library staff and volunteers for the recent wine tasting event. He also announced the upcoming Chula Vista Kiwanis wine tasting event. Councilmember Aguilar: Memorandum Requesting Council Consensus to Place an Item on the Next Council Agenda Regarding the Format for Handling Outstanding Public Safety Topics. The following members of the public spoke in support of Councilmember Aguilar's request to place an item on a future Council agenda: • Michael Stewart, representing the Chula Vista Police Officers Association • John Hess, representing the International Association of Fire Fighters At the request of Councilmember Aguilar, there was consensus of the Council to add an item to the agenda for the meeting of May 28, 2013 to discuss the format for handling outstanding public safety topics. Councilmember Bensoussan recognized the Fire Department for the recent Fire Ops program. She also announced On Stage Playhouse's upcoming presentation at an American Association of Community Theaters festival.
