(formerly Universal Concerts) that established a process whereby ticket sales proceeds at the Sleep Train (formally Coors/Cricket) Amphitheater would be paid to the City and utIlized for a Performing and Visual Arts Fund. This fund is to be used for arts grants to the Chula Vista community for the purpose of promoting and stimulating the growth of performing and visual arts within the City of Chula Vista. This yeaz the Chula Vista Public Library received $56,457 from Live Nation for their 2012 Concert Series and, with amounts carried over from the previous fiscal year, had $60,288 to distribute in awards. As called for in the sublease, a Performing and Visual Arts Task Force was established to annually make recommendations to the City Council regazding the arts grant awazds. The Task Force is assisted by the Library Department, which formally conducts the grant application process. The Task Force has reviewed the Fiscal Year 2013/2014 applications and makes the following recommendations to the City Council. ENVIRONMENTAL REVIEW The Development Services Director has reviewed the proposed activity, approving the Performing and Visual Arts Task Force's selection of grants recipients and monetary grant awazds, for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity in question may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary. 3-1 JUNE 4, 2013, Item .3 Page 2 of 6 RECOMMENDATION Council adopts the resolution BOARDS/COMMISSION RECOMMENDATION The Task Force recommends that the City Council awazd arts funds to groups as outlined in this report. The Cultural Arts Commission endorsed the Task Force recommendations at their meeting on May 13th, 2013. DISCUSSION Since the program's inception, the Library Department has administered the Performing and Visual Arts Fund grant application process. The Performing and Visual Arts Grant Application was announced through a press release, advertised on the City of Chula Vista and Library websites, with applications made available online. The period for submittal of grant applications ran from November 19s', 2012 to February 15~', 2013. Thirty two applications totaling $118,300 in requests were received by the application due date of February 15a', 2013. Upon receipt and review, a copy of each application was distributed to members of the task Force for their consideration. The Task Force members were: Jennifer Quijano, Constituent Services Manager, Mayor's Office, Chula Vista. Darbi Peters, Guest Services Manager, Live Nation Jeff Kover, Director of Visual and Performing Arts, Sweetwater Union High School District Virginia Hartnett, Program Manager, Chula Vista Elementary School District Christine Moore, Chula Vista Cultural Arts Commission Jennifer Rodriquez, Chula Vista Cultural Arts Commission Luz Camacho, Chula Vista Cultural Arts Commission Stephanie Loney, Principal Librarian, Chula Vista Public Library (non-voting) The thirty two applications were reviewed and ranked by pre-established criteria. One application was determined to be ineligible under the grant guidelines. Ten applications were not selected by the Task Force for an awazd. Of,these ten applications, eight were previous recipients of the awazd in prior years. The Task Force recommended awarding the following twenty-one applications - List of Grant Recommendations: Bonitafest Melodrama $2,000 To help fund a community musical melodrama, to run in conjunction with the Bonitafest celebrations in September, 2013. Bonita Vista High School's Music Machine $2,500 To provide funding for two public performances at a lazge venue in Chula Vista, featuring show choirs including The Music Machine. California Ballet $2,500 To provide a sampling of balletic pieces at the Chula Vista Library as well as provide onsite lessons at Eastlake and Bonita Vista High Schools. Also to provide 3-2 Ji7NE 4, 2013, Item .~ Page 3 of 6 free tickets for SUHSD students to attend a California Ballet performance during the 2013-2014 season. • Chula Vista Art Guild $1,000 To provide funding to host art demonstrations/workshops in Chula Vista to be conducted bywell-known regional artists. • City of Chula Vista Hazbor Days $4,000 To fund the "Kidzone Community Stage" at the annual Harbor Days celebration, scheduled to take place on September 215, 2013. The stage is designed to bring local artists and performers to the Chula Vista Bayfront and provides free entertaimnent to the general public. • Christian Youth Theater $3,700 To fund free public musical theater preview performances at the Chula Vista and Otay Ranch Library branches. Also to fund performances at the Day of the Child event in Memorial Bowl on April, 2014 and a school performance at Castle Park Elementary School. • City of Chula Vista Recreation Department $1,500 To fund the creation of a mural in the Annex located at Veterans Park Recreation Center in Chula Vista. An instructor and students will design and implement the creation of a mural located in an area where Tiny Tots recreational and educational activities take place. • Feaster Charter School $3,000 To fund a performing arts strand to enhance the curriculum. Feaster Charter School (Chula Vista Elementary School District) will work with EduDance and the La Jolla Playhouse to provide a dance and theater program. • High Tech High Middle School $1,500 To help fund and develop music, theater and art programs by providing supplies and materials to produce two theatrical productions, two concert exhibitions and various art pieces at High Tech High School in Chula Vista. • High Tech High in collaboration with Onstage Productions $1,500 To fund the lst Annual South County Dia de Los Muertos event featuring Onstage Productions staff and High Tech High students on November 15~, 2013 in a local park or public facility in Chula Vista. To include alters, traditional and folk arts, maziachi bands and folklorico dancers. • Hilltop Drive Elementary School To fund the creation of a mural on the Hilltop Drive Vista Elementary School District) property, to be parents and students. • La Jolla Playhouse To fund the Performance Outreach Program (POP) in $1,500 Elementary School (Chula designed and installed by $5,100 six Chula Vista elementary twelve performances in schools from January through March, 2014; providing total. Students will also experience pre-show workshops. • Matthei, Paula (Individual Artist) $1,288 To fund the creation of four mixed media art pieces showcasing the Chula Vista Bayfront. Documenting the landscape, wildlife, birds and sea life, collages of handmade paper infused with photos, illustrations and found objects will attempt to illustrate the impact of pollution and climate change. Works will be exhibited through the South Bayfront Artists Gallery. 3-3 NNE 4, 2013, Item 3 Page 4 of 6 • Mexi'cayotl Indio Cultural Center $3,000 To fund performances and photographic exhibits during Hispanic Heritage Month that highlight the three Indigenous/Mestizo dance traditions of Mexico. Performances will take place at the Chula Vista School for the Creative and Performing Arts, Castle Pazk Elementary School, and Chula Vista Learning Community Charter School. • Onstage Playhouse $5,000 To fund enhanced mazketing efforts, complex sets and props to help promote and raise awazeness of the only theater production company in Chula Vista. • Pazkview Elementary School $3,000 To fund the creation of an art and music program at Pazkview School (Chula Vista Elementazy School District). Project to include performance arts and the creation of murals and mosaics. • San Diego Dance Theater $4,000 To fund the creation of "Library Dances II", a performance envisioned to be a self-guided "Trolley Dances" experience. Set in the South Chula Vista Public Library, the performance will feature "Lux Boreal", Tijuana's most visible and in demand modern dance company. • San Diego Opera/Sweetwater Union High School District $4,000 To fund the Words and Music (WAM) program which strives to improve arts education and literacy skills of middle and high school students. Students at Chula Vista High and Eastlake High will meet three times a week for twelve weeks with SDO staff to learn to read and compose music, write lyrics, as well as the basics of staging and directing. • San Diego Youth Symphony $5,000 To fund expenses for Chula Vista's Community Youth Orchestra, including materials, supplies, uniforms, and promotional and recruitment efforts. Open to Chula Vista Elementary School Opus students (studying music in the third and fourth grades), as well as students at local middle and high schools, the orchestra meets once a week in Chula Vista and also holds free community concert performances. • South Bayfront Artists $2,700 To partly fund a diverse program of cultural events and activities in Chula Vista including fall and spring juried art shows, artist receptions, a series of community workshops and classes to nurture emerging artists, pazticipation in local community events (Holiday in the Village, Taste of Art, Art Walks etc.) and the 2na Annual South Bayfront Powwow. • Third Avenue Village Association $2,500 To fund a series of Saturday afternoon concerts in a chosen pazk venue within Chula Vista throughout September 2013. Musical genre will change each week and concert goers will be encouraged to picnic in the pazk and visit local businesses. The above grant awazd recommendations were made by the Task Force with full consideration given to recommendations made at the City Council meeting on April 28a`, 2009 that guidelines previously approved by City Council should be augmented with the following - 3-4 NNE 4, 2013, Item 3 Page 5 of 6 • Applicants use the correct application • Changes to criteria and how points aze awarded • Expectation of itemized budgets • Clarification on the amount of funds that can be requested • Final reports to be completed and filed on time • Notice that failing to abide by any and all rules could result in funds being withdrawn and affect future applications by individuals or organizations The previous guidelines were approved by City Council on December 14~', 1999 and entitled Criteria for the Allocation of the Performing Arts Fund DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently, the 500-foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. Staff is not independently aware, nor has staff been informed by any City Councilmember, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter. CURRENT YEAR FISCAL IMPACT There is no fiscal impact associated with these grants. The recommended fiscal yeaz 2013/2014 grant awards total $60,288. The fund carried a reserve amount of $3,830 prior to receiving Live Nation revenues in the amount of $56,457 in Mazch, 2013, bringing the amount available for these awards to $60,288. The Performing/Visual Arts Fund, established by the sublease between the City and Live Nation shall be annually re-granted through a formal application process. The following groups and individuals shall be eligible to apply for funds: • Chula Vista based tax-exempt, non-profit organizations • Chula Vista based educational institutions • Chula Vista based religious organizations • Performance groups associated with Chula Vista based educational institutions (i.e., the Music Machine) • The City of Chula Vista and its vazious departments and Boards and Commissions • Individuals who reside in Chula Vista For profit organizations, institutions and businesses shall not be eligible to apply for funds. Non-Chula Vista based non-profit organizations shall not be eligible to apply for funds unless they partner with Chula Vista based organizations. Individual Chula Vista residents (especially students) shall be eligible to apply, in an effort to develop local talent. Per the agreement, applicants may only apply for funds to underwrite the cost of presentations. Funds shall not be awarded to establish an endowment or trust fund, for administrative costs, for capital projects, for rent of performance or office space, and/or for general operating expenses. 3-6 COUNCIL RESOLUTION N0.2013 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE PERFORMING AND VISUAL ARTS GRANT TASK FORCE'S SELECTION OF THE FISCAL YEAR 2013 PERFORMING AND VISUAL ARTS GRANTS RECIPIENTS AND MONETARY GRANT AWARDS TOTALING $60,288 WHEREAS, in 1997, the City Council approved a Sublease with Live Nation, Inc. (formerly Universal Concerts that established a process whereby a portion of ticket sales proceeds at the Sleep Train (formerly Coors/Cricket) Amphitheater would be paid to the City and utilized for a Performing and Visual Arts Fund; and WHEREAS, the fund is to be used for arts grants to the Chula Vista community for the purpose of promoting and stimulating the growth of performing and culfural arts within the City; and WHEREAS, this year the Chula Vista Public Librazy received $56,457 from Live Nation for their 2012 Concert Series bringing the total available, including carried over amounts, to $60,288; and WHEREAS, as called for in the sublease, a Performing and Visual Arts Task Force was established and annually makes recommendations to the City Council regarding the arts grant awards; and WHEREAS, the Task Force is assisted by the Librazy Department, which formally conducts the grant application process; and WHEREAS, the Task Force has reviewed the Fiscal Year 2013-2014 applications and has made its recommendation that twenty-one grants should be awarded as outlined in the Council Agenda statement. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it approves the Performing and Visual Arts Task Force's selection of the Fiscal Year 2013 Performing and Visual Arts Grants recipients and monetary grant awards totaling $60,288, in the form presented in the City Council Agenda Statement, as may have been modified by the Council prior to its approval, a copy of which shall be kept on file in the Office of the City.
