A Regulaz Meeting of the City Council of the City of Chula Vista was called to order at 2:03 p.m.
in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California.

ABSENT: Councilmember Ramirez (excused)

Public Safety Analyst Kristen Miggans led the Pledge of Allegiance.

Staff recommendation: Council approve the minutes.
2. WRITTEN COMMUNICATIONS
Memorandum from Councilmember Aguilaz requesting an excused absence from the
Mazch 26, 2013 City Council meeting.
Recommendation: Council excuse the absence.
3. ORDINANCE NO. 3262 OF THE CITY OF CHULA VISTA AMENDING CHULA
VISTA MUNICIPAL CODE SECTION 2.52.040(A) TO ADJUST THE CAMPAIGN
CONTRIBUTION LIMIT TO $310.00 FOR ANY ELECTION HELD ON OR AFTER
JANUARY 1, 2014 (SECOND READING AND ADOPTION) (City Clerk)
Staff recommendation: Council adopt the ordinance.

AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT ON BEHALF OF
THE CITY (Fire Chief)
Staff recommendation: Council adopt the resolution.
6. RESOLUTION NO. 2013-058 OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING PARTICIPATION IN A STATEWIDE GRANT APPLICATION
IN RESPONSE TO THE DEPARTMENT OF ENERGY'S ROOFTOP SOLAR
CHALLENGE II AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL
DOCUMENTS IN CONJUNCTION WITH IMPLEMENTING THE GRANT
AGREEMENT (Director of Public Works)
Staff recommendation: Council adopt the resolution.
7. RESOLUTION NO. 2013-059 OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING A SECOND AMENDMENT TO THE EXISTING AGREEMENT
BETWEEN THE CITY OF CHULA VISTA & SIMON WONG ENGINEERING INC.
FOR THE WILLOW STREET BRIDGE REPLACEMENT PROJECT (Director of
Public Works)
Staff recommendation: Council adopt the resolution.
8. A. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING CHANGE ORDERS FOR OTAY PROJECT, L.P. FOR THE
CONSTRUCTION OF HERITAGE ROAD (Assistant City Manager/Director of
Development Services)
B. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
AUTHORIZING BALDWIN AND SONS, LLC. TO CONSTRUCT HERITAGE ROAD
AND RECEIVE CREDIT AGAINST DEVELOPMENT IMPACT FEES (Assistant City
Manager/Director of Development Services)
Item 8 was removed from this agenda.
ACTION: Mayor Cox moved to approve staff's recommendations and offered Consent
Calendar Items 1 through 7, headings read, text waived. Deputy Mayor
Bensoussan seconded the motion, and it carried 4-0.

PUBLIC COMMENTS
John Surmont, Chula Vista resident, commended Chula Vista's first responders for their
response when he was involved in a recent accident.
Public Comments were continued following Item 9.
OTHER BUSINESS
9. CITY MANAGER'S REPORTS
City Manager Sandoval announced the extended hours of operation for the Norman Pazk Center
would continue due to a donation. He also announced the annual Chula Vista Fun Run.
City Attorney Googins announced that he was working with the City Clerk's office to schedule a
training and workshop on the Brown Act for the City Council and boards and commissions.
PUBLIC COMMENTS (Continued)
Alba Kill, San Diego resident, expressed concern regazding a situation at Bayview Hospital.
10. MAYOR'S REPORTS
Mayor Cox announced the Day of the Child Community Fair, the South Bay Energy Road Show
and celebration of Earth Day, Earth Month Clean Champion awazds, and the Environmental Film
Festival.
I1. COUNCILMEMBERS' COMMENTS
Councilmember Salas: Request for consensus to agendize for City Council consideration
on Apri123, 2013, a resolution supporting immigration reform.
ACTION: Councilmember Salas moved to consider a resolution at a future meeting of the
City Council, regazding supporting immigration reform. Councilmember Aguilar
seconded the motion, and it carried 4-0.
Councilmember Salas stated she participated in the 20th Citizen's Adversity Support Team
(CAST) graduation and thanked the volunteers who participate in the program. She recognized
those who coordinated the Third Avenue Street Fair, as well as the Mariachi groups in the
Sweetwater Union High School District.
Councilmember Aguilar recognized those who were injured and killed in the recent events in
Boston as well as the first responders who assisted.

of action taken during Closed Sessions are maintained by the City Attorney.

Mayor Cox announced that the Council would convene in closed session to discuss the items

ADJOURNMENT
At 3:08 p.m., Mayor Cox adjourned the meeting in memory of Anisa Shamis Cox, cofounder of
the Onstage Playhouse, to the next Regular City Council Meeting on April 23, 2013 in the
Council Chambers; and thence to a Special City Council Workshop on April 25, 2013, at 6:00
p.m., in the Police Department Community Room.
