RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA WAIVING THE FORMAL BIDDING PROCESS AND APPROVING A SECOND AMENDMENT TO AN EXISTING TWO-PARTY AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND MARION B.
