(1) It is a tax_supported or nonprofit and tax-exempt (under Section 501(c)(3) of the Internal Revenue Code o£ 1954 oi° Section 101(6) of the Internal Revenue Code of 1939) school system9 sohooly ~~ colleges universitys medical institution9 hospitals clinic or health canter9 or a civil-defense organization designated pursu- ant to State law9 within the meaning of the Federal''Property and Administrative Services Act of 1949a as amendeds and the regula•~ Lions o£ the Department of Healthy Eduoations and Welfare ° (hereinafter referred to as "The Department°), (2) The property requested by'this'do2ument is usable and necessary in the State for either educationals public healthy or civil defense purposes including research for any suoh purposes is required for its own use to fill an existing needs and is not being acquired for any other use or purposes for use outside the States or for sale.
