SUMMARY
The Police Deparhnent is requesting to add an hourly classification of Civilian Police
Investigator to the Chula Vista compensation schedule and classification plan.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California
Environmental Quality Act (CEQA) and it has been determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it will not
result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3)
of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no
environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
The Police Department is requesting to add an hourly classification of Civilian Police
Investigator to the Chula Vista compensation schedule and classification plan. Job duties
for the Civilian Police Investigator include:
• Conduct various criminal investigations in a continuing effort to bring closure to
police cases
• Analyze police reports to determine if additional investigative work is needed

• Obtain facts or statements from complainants, witnesses, and accused persons
• Question individuals or observe persons and establishments to confirm information
previously given to patrol officers
• Examine records and governmental agency files to find identify data about suspects
• Record progress of investigations, maintain case files, and submit reports to
command staff
As part of the city's FY 2010 budget reductions, the hourly wages for a Cold Case
Investigator were eliminated. The Cold Case Investigator has been able to bring closure to
numerous homicide cases, including the highly publicized Pamela Shelly and Laura
Arroyo cases. There aze currently several other high profile cases which require a
dedicated investigator. The Police Department is requesting to reinstate this hourly
position in the General Fund with the classification of Civilian Police Investigator. The
classification previously used for this position is no longer active in the Classification and
Compensation plan for the City of Chula Vista. This action would create a new hourly
classification of Civilian Police Investigator.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500-foot rule found in California Code of
Regulations section 18704.2(a)(1) is not applicable to this decision. Staff is not
independently aware, nor has staff been informed by any City Councilmember, of any
other fact that may constitute a basis for a decision maker conflict of interest in this matter.
CURRENT YEAR FISCAL IMPACT
Approval ofthe Resolution will result in the amendment ofthe compensation schedule and
classification plan to add the classification of Civilian Police Investigator. This new
classification will be assigned to the Unclassified Hourly. (UCHR) group. The E-Step
hourly rate for the Civilian Police Investigator will be $30.13/hour. The Police
Department plans to hire an hourly Civilian Police Investigator on 5/17/2013. Due to
salary savings from current vacancies in the department, there is no net fiscal impact to the
General Fund this fiscal year and no further appropriations are requested at this time.
ONGOING FISCAL IMPACT
Ongoing annual costs for the Civilian Police Investigator are approximately $32,000. The
personnel costs for this new classification in subsequent yeazs will be offset by anticipated
salary savings in the Department through routine attrition. This hourly position will be
eliminated if salary savings are not achieved.

THE ADDITION OF CIVILIAN POLICE INVESTIGATOR
WHEREAS, the Police Department is requesting to add an hourly classification of
Civilian Police Investigator to the Chula Vista compensation schedule and classification plan;
and
WHEREAS, job duties for the Civilian Police Investigator include conducting various
criminal investigations in a continuing effort to bring closure to police cases, analyzing police
reports to determine if additional investigative work is needed,_ recording progress of
investigations, and submitting reports to command staff; and
WHEREAS, the Civilian Police Investigator will be assigned to the Unclassified Hourly
(UCHR) group, and the E-Step hourly rate will be $30.13 per hour.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby amend the compensation schedule and classification plan to reflect the addition of
Civilian Police Investigator.
