1, Public hearing: GMOC Annual Report
Background: Dan Forster and David Krogh gave an overview of the GMOC Annual report as ;
presented in the staff report.. Mr. Krogh stated that the Growth Management Oversight Commission is
responsible for monitoring the City's eleven growth management quality of life threshold standards j
covering the period from July 1, 2003 through June 30, 2004, The thresholds are: Fire/EMS, Police,
Traffic, Parks/Recreation, Drainage, Libraries, Air Quality, Fiscal, Schools, Sewer, and Water, The
report assesses threshold compliance concerns over the next five years
Mr, Krogh indicated that of all the eleven standards, the fire/EMS are was the most significant area not
in compliance with the threshold, The report recommendation is that the City Council direct the City
Managerto re-establish the daily reporting function and provide a written summary of each emergency
response trip by trip and identify the different components (dispatch time, turnout time and travel time),
The final recommendation involves streamlining the Planning Commission role with the GMOC The
current ordinance states that the GMOC must gothrough the Planning Commission before it goes to
the City Council. The GMOC would like to see that changed in orderto have that direct voice to the City
Council with copies information to the Planning Commission
MSC (Cortes/O'Neill)(7-0) Adopting Resolution PCM 05-01 B of the Planning Commission of the i
City of Chula Vista accepting and approving the 2005 GMOC Annual Report with the exception
of the Fire/EMS and recommending acceptance and approval by the City Council. Motion
Carried,
MSC (O'Neill/ Felber) (7-0) Adopting Planning Commission Resolution PCM 05-01A accepting
and approving the Fire/EMS Element of the 2005 GMOC Annual Report and Recommending
acceptance and approval of the City Council„ Motion carried.
