PUBLIC HEARING: PCC 05-24; Consideration of a modification to the existing Conditional Use Permit to allow for the doors along the south facing elevation of the existing truck terminal located at 120 Press Lane to be operational to 24 hours a day. G.f. Trucking. Background: Jeff Steichen, project manager reported that the applicant, G.I. Trucking submitted a request to modify the conditions of approval of an existing Conditional Use Permit in order to allow the south facing doors of existing truck terminal located at 120 Press Lane to remain open 24 hours per day. The Environmental Review Coordinator conducted an Initial Study (IS 05-10) and has determined that there is no substantial evidence that the project may have significant effects on the environment, therefore, a Negative Declaration has been prepared. It should be noted that during the public review period, three comments were received from adjacent residents expressing concerns related to potential nighttime and early morning noise impacts as well as potential traffic impacts The project consists of the operation of a truck terminal with the main dock facility consisting of an approximately 25,000 sf warehouse with 24 truck docking bays on the south side of the building and 24 docking bays on the north side of the building.. There is one roll-up door for every two docking bays; 12 on the south side and 12 on the north side. Planning Commission Minutes - 2 - December 14, 2005 On November 16, 1973 the City Council approved PCC 73-07 to allow a truck terminal operation to be constructed and operated. The request for a CUP was originally denied by the Planning Commission based on concerns from residents of the mobile home park to the south The City Council approved the project on appeal and conditioned it that the south facing doors could not be open between the hours of 6pmto6am Staff Recommendation: That the Planning Commission adopt Negative Declaration IS 05-10 and Resolution PCC 05-24 approving a modification to Resolution No. 7051 to allow keeping the south facing doors open 24 hours a day. Public Hearing Opened and Closed. Commission Discussion: There was extensive discussion held regarding the hours of operation and the noise j levels, Discussion on approving the CUP with a condition that it be monitored for six months to see if there are any complaints from the surrounding neighbors with respect to the noise levels. Cmr Felber stated he could support the project and also support the six month ~ monitoring/trial period with a caveat that if there are more than a certain number of complaint calls, for example five calls within a six month period, then it would come back to the Planning Commission for reconsideration.. Iii Cmr. Nordstrom stated he believes the applicant has done a good job in being a good ; neighbor and encouraged him to reach out even more by having the management team sit down with the area residents and hear their concerns. He expressed support for the proposal, MSC (Felber/Madrid)(5-0-0-1) that the Planning Commission adopt Negative Declaration IS 05-10 and Resolution PCC 05-24 approving a modification to Resolution No„ 7051 to allow keeping the south facing doors open 24 hours a day, with a caveat that states there will be a six month trial period to see if there are any complaints from area residents with respect to noise levels.
