PUBLIC HEARINGS: 1,. Public Hearing: PCC 06-62; Consideration of a Conditional Use Permit to permit the sale and on-site consumption of alcohol associated with a 3,200 sf restaurant within the Eastlake Village Walk commercial center at the northwest corner of Eastlake Parkway and Miller Drive. Staff recommends that public hearing be opened and continued to May 31, 2006.. i MSC (Madrid/Nordstrom)(5-0) to open public hearing and continue to May 31, 2006. Motion carried 2.. Public Hearing: PCS 05-06; Consideration of application for the proposed conversion of the existing 124-unit 307 Orange Avenue apartment complex to 124 condominium units for individual ownership. Premier Coastal Development. Staff recommends that public hearing be opened and continued to May 31, 2006 MSC (Madrid/Nordstrom)(5-0) to open public hearing and continue to May 31, 2006. Motion carried 3. Public Hearing PCZ 05-03/PCS 04-0 6, Consideration of th e followin 9 a. Rezone the Precise Plan Modifying District to change to eastern 200 feet of project site from R1 to R1P6 along with precise plan development standards„ b„ Tentative Subdivision Map to divide 2..06 acres project site into 12 residential lots and one common lot in order to allow a planned residential development-Villa Del Mar, LLC„ Planning Commission Minutes - 2 - May 10, 2006 Background: Jeff Steichen gave an overview of the project as outlined on the staff report. The applicant submitted an application for a rezone and tentative subdivision map to divide 2.06 acre project site into a 12 lot planned residential develoment The project is located on the west side of North Del Mar Avenue, north of C St Staff Recommendation: That the Planning Commission adopt resolution PCZ 05-03/PCS 04-06 recommending that the City Council approve the proposed rezone and Tentative Subdivision Map based on the findings and subject to the conditions contained in the City Council Resolutions. Public Hearing Opened. Gil Martinez, applicant's representative gave a brief overview of the project. He thanked the Commission and urged their approval of the project, During public testimony, the following individual expressed concern with impacts the proposed project would have in the surrounding neighborhood: - Lance Longacre - Don Sandoval ' - Duane Sandoval -Terry Sapp -Alfred Welker Public Hearing Closed. MSC (Tripp/Bensoussan) (5-0) that the Planning Commission recommend denial of the project to the City Council. Motion carried. 4. Public Hearing: PCS 06-02; Consideration of application for the proposed conversion of the existing 336-unit Missions at Sunbow Apartment complex to 336 condominium units for individual ownership. LDM Sunbow, LLC. i Background: Danielle Putnam, Project Manager, gave an overview of the project as presented in the staff report. The proposal is to convert 336 units at Mission at Sunbow apartment to condominium units for individual ownership.. The existing complex was constructed in 2003 and consists of 32 three-bedroom units, 178 two-bedroom units, and 126 one-bedroom units arranged into 21 three-story buildings, a 6,600 sf community clubhouse, and 625 garage, carport and open parking spaces. Staff Recommendation: That the Planning Commission adopt Resolution PCS 06-02 recommending that the City Council approve the proposed Tentative Map in accordance with the findings and subject to the conditions contained therein, Public Hearing Opened and Closed. MSC (Felber/Nordstrom)(5-0) that the Planning Commission adopt Resolution PCS 06- 02 recommending that the City Council approve the proposed Tentative Map in accordance with the findings and subject to the conditions contained therein with the following recommendation that a condition be placed requiring the developer to Planning Commission Minutes - 3 - May 10, 2006 provide tankless water heaters in the units that don't meet the storage requirement, Motion carried. 5. Public Hearing: PCC 06-30; Consideration of a Conditional Use Permit to allow three detached units (single-family) on a single lot located at 46 Madison Avenue in the R3 (Multi-Family Residential Zone.)„ Background: Jeff Steichen, project manager, gave an overview of the proposal as outlined in the staff report, The applicant submitted a Conditional Use Permit application to allow three detached units on a single lot located at 46 Madison Avenue in the R3 zone. On March 6, 2006 the DRC considered the proposal and other than a couple of minor changes to the design, the Committee did not have any concerns with the site layout, This included a request to reduce the rear yard setback from 15 feet to 10 feet. Staff Recommendation: That the Planning Commission adopt Resolution PCC 06-30 to allow the construction of detached units on subject parcel, subject to conditions contained therein, I Public Hearing Opened and Closed. MSC (Nordstrom/Madrid) (4-1) that the Planning Commission adopt Resolution PCC 06-30 to allow the construction of detached units on subject parcel, subject to conditions contained therein. Motion carried with Cmr. Tripp voting against it. 5.. Public Hearing: Consideration of: a„ EIR 02-02; Consideration of the Final Second Tier Environmental Impact Report (EIR 02-02 for the Otay Ranch Villages Two, Three, and a portion of Village Four, Sectional Planning Area (SPA) and Tentative Map„ b. GPA 01-01 and PCM 01-01; Request to amend the City of Chula Vista GeneralPlan and the Otay Ranch General Development Plan (GDP) including amendments to the Phase 1 and 2 Resource Management Plan (RMP) and Chula Vista Multiple Species Conservation Plan (MSCP) for Villages Two, Three and a portion of Village Four. Otay Project LP.. c.. PCM 01-01; Consideration of a Sectional Planning Area (SPA) Plan including Planned Community District Regulations, Village Design Plan, Business Park Design Plan, Public Facilities finance Plan, Affordable Housing Program and other regulatory documents on 1.187..3 acres of land in Villages Two, Three and a portion of Four of the Otay Ranch. d. PCM 06-05; Consideration of a Tentative Subdivision Map for Village Two and a portion of Village Four of Otay Ranch„ Planning Commission Minutes - 4 - May 10, 2006 Background: Scott Donaghe and Marni Borg, project managers, gave an overview of the proposal and the environmental document as outlined in the staff report, Public Hearing Opened. Ranie Hunter, representative of Otay Ranch Company addressed the Commission, thanked them for their consideration of their project and urged their approval, Public Hearing Closed., MSC (Nordstrom/Felber)(5-0) that the Planning Commission recommends to the City Council approval of the following items: a..
