Motion carried„ OPENING STATEMENT: Waived ORAL COMMUNICATIONS: No public input PUBLIC HEARINGS: i 1.. Public Hearing: PCS 05-06; Consideration of application for the proposed conversion of the existing 124-unit 307 Orange Avenue apartment complex to 124 condominium units for individual ownership. Premier Coastal Development. Staff recommends that public hearing be opened and continued to June 14, 2006. j MSC (Tripp/Bensoussan)(4-0-0-1) to open public hearing and continue to June 14, 2006. Motion carried 2. Public Hearing: EIR 05-02; Close of 45-day public review period for the i Draft Subsequent Environmental Impact Report for the Eastlake III Senior Housing Project„ Background: Marni Borg, Environmental Project Manager, stated that this evening's public hearing is for the purpose of closing the public comment period on the Eastlake III Senior Housing Project Draft EIR.. The public review period for the draft EIR will terminate with the close of the public hearing this evening. All comments received this evening will be addressed in writing as part of the Final EIR. The Draft EIR was circulated fora 45-day public review period beginning on April 14, 2008, Pursuant to Section 6,8 of the City's Environmental Review Procedures tonight's hearing will mark the close of the public comment period.. A public hearing has been schedule before the Planning Commission to ~~~i consider the project along with the Final EIR. Staff requests that any project-specific questions be held until such meeting; no motion or vote by the Planning Commission is necessary this evening, Vice Chair Felber closed the public review period for the Draft EIR 05-02 Planning Commission Minutes - 2 - May 31, 2006 3. Public Hearing PCC 06-62; Consideration of a Conditional Use Permit to permit the sale and on-site consumption of alcohol associated with a 3,200 sf restaurant within the Eastlake Village Walk commercial center at the northwest corner of Eastlake Parkway and Miller Drive„ Background: Stan Donn, Project Manager, reported that applicant Pei Wei Asian Diner has filed a CUP application to permit the sale and onsite consumption of alcohol associated with the sit-down restaurant. The restaurant will be part of a 13..3 acre commercial center known as the Eastlake Village Walk, located at the northwest corner of Eastlake Parkway and Miller I, Drive, Staff Recommendation: That the Planning Commission adopt Resolution PCC 06-62 approving the Conditional Use Permit based on the findings and subject to the conditions I contained therein Public Hearing Opened and Closed„ MSC (Bensoussan/Nordstrom) (4-0-0-1) That the Planning Commission adopt Resolution PCC 06-62 approving the Conditional Use Permit based on the findings and subject to the conditions contained therein, with the following recommendation to strike condition #4 on page 311 and would amend condition #5d, on page 312 to read 10 percent„ Motion carried. 4. Public Hearing: PCS 06-01; Consideration of application for the proposed conversion of the existing 156-unit Sevilla Apartment complex located at 1301 Medical Center Drive to condominium units for individual ownership. Background: Danielle Putnam, Project Manager, gave an overview of the project as , presented in the staff report The existing Sevilla apartment complex was constructed in 2001 and consists of 156 apartment units and common open space, Tentative and Final map approvals are required to create the one-lot 156-unit condominium map, with final action by the City Council Staff Recommendation: That the Planning Commission adopt Resolution PCS 06-01 recommending that the City Council approve the proposed Tentative Map in accordance with the findings and subject to the conditions contained therein. Public Hearing Opened„ Phillip Buckley, representing the ownership of the project addressed the commission and urged their approval of the project, Public Hearing Closed. MSC (Bensoussan/Felber) (4-0-0-1) that the Planning Commission adopt Resolution PCS 06-01 recommending that the City Council approve the proposed Tentative Map in accordance with the findings and subject to the conditions contained therein with Planning Commission Minutes - 3 - May 31, 2006 the addition of a new condition that tankless water heaters be installed in the units that don't meet the threshold for required storage space.
