PUBLIC HEARINGS: 1.. Public Hearing: PCS O4-06; Consideration of a Tentative Subdivision Map to divide 2..06 acre project site into 10 residential lots - Villa Del Mar, LLC Background: Jeff Steichen, project manager, reported that the applicant, Villas Del Mar, ~I LLC request to divide the 2,06 acre project site into a 10 lot standard residential subdivision. While the previous project requested 12 residential lots with one common lot, the request a\was revised based upon issues raised at the May10, 2006 Planning Commission meeting i~ Along with the reduction in number of lots, the originally requested rezone and precise plan are no longer necessary.. At the May 10 hearing, following staff's presentation, public testimony was held which expressed concerns over potential negative impacts of the previously proposed development on the surrounding area.. The Planning Commission also expressed concerns j over the compatibility of the project, specifically with the number and size of proposed residential lots, and requested deviations from development standards needed to develop the project.. The Planning Commission voted 5-0 recommending denial of the project to the City Council, The revised project is being brought back to the Planning Commission with atwo-part re uest: 1 that the Plannin Commission rescind their reviou q ) 9 p s action of May 10 and 2) that . . the Planning Commission consider the revised project proposed by the applicant, On September 7, 2006 a neighborhood meeting was conducted with residents to discuss the revised tentative map proposal, Their concerns were related to: 1) guest parking and its enforcement, 2) private road access, and 3) traffic Staff Recommendation: That the Planning Commission adopt Resolution CPS O4-06A recommending that the City Council 1) rescind previous action taken on original project at Planning Commission Minutes - 2 - October 18, 2006 the meeting of May 10, 2006 and 2) approve the proposed Tentative Subdivision Map based on the findings and subject to the conditions contained in the City Council Resolution, Public Hearing Opened„ The public hearing was opened and the following individuals spoke under public testimony in opposition of the proposed project: • Alfred Welker • Lance Longaker • Tennie Segg • Don Sandoval The following individual spoke during public testimony and expressed their support of the project • Gil Martinez • Federico Escobedo • John Coffey MSC (Moctezuma/ Vinson)(5-0-0-1) that the Planning Commission adopt Resolution CPS O4-06A recommending that the City Council 1) rescind previous action taken on original project at the meeting of May 10, 2006 and 2) approve the proposed Tentative Subdivision Map based on the findings and subject to the conditions contained in the City Council Resolution with a recommendation that there be sidewalks included in the project site„ Motion Carried. 2.. Public Hearing: GPA 07-01; Proposed General Plan Amendment Mobile Home Overlay District„ Background: Ed Batchelder, project manager, reported that one of the major focuses of the comprehensive General Plan Update adopted in December 2005 was the need for urban revitalization and redevelopment, particularly in western Chula Vista. The residents raised concern over the possible displacement of existing residents when redevelopment of some existing housing areas takes place, i e within portions of the Urban Core area. This was of particular interest to mobilehome residents as their housing costs are often lower than market rates for other comparable sized housing units such as rental apartments, To ensure that special circumstances of mobilehome residents are addressed whenever a change of use and/or rezoning is contemplated for any existing mobilehome area, the proposed General Plan amendment would create an Overlay District encompassing all existing mobilehome developments within the City, and require preparation of a plan of action to address adverse effects of conversion, prior to City consideration of changes of use and/or rezoning. Staff Recommendation: That the Planning Commission approve the Resolution recommending City Council approval of the proposed General Plan Amendment.. Public Hearing Opened. Planning Commission Minutes - 3 - October 18, 2006 The public hearing was opened and the following individuals spoke under public testimony in opposition to the proposed amendment: • Jack Doyle • Jackie Lancaster • Sandy Duncan • Gale Delane • Pat Aguilar • Steve Molski • Patricia Lopez • Chip Crandall • Glen Googins • Luis Cacho • Daniel Cacho • Emilia Perez Public Hearing Closed„ MSC (Vinson/Moctezuma)(5-0-0-1) that the Planning Commission approve the Resolution recommending City Council approval of the proposed General Plan Amendment„ Motion carried. 3. Public Hearing: PCM 06-10; Consideration of a miscellaneous application rename the northern 2,000 feet of Hunte Parkway to Salt Creek Drive. Applicant: Salt Creek Golf, LLC. Background: Brian Catacutan, project manager, reported that the applicant, Salt Creek Golf LLC, submitted an application to rename the northern 2,000 feet of Hunte Parkway from Salt Creek Golf Club entrance to Proctor Valley Road, Section 12,.44 010 states that street name changes are considered by the Planning Commission and approved by the City Council The Auld Golf Course located to the north has been renames and re-branded to Sal Creek Golf Club and has also changed its marketing campaign, including publications, advertisements, signage and website. The street name change is requested to reflect the renaming of the golf course to create a more significant sense of place and arrival for business clients. Staff Recommendation: That the Planning Commission adopt Resolution PCM 06-10 recommending that the City Council approve the street name change subject to conditions contained therein, MSC (Vinson/Felber) (4-1-0-1) that the Planning Commission recommend to the City Council denial of the request to change the street name. Motion carried with Cmr„ Tripp voting against the motion. Planning Commission Minutes - 4 - October 18, 2006 4.. Public Hearing: PCC 06-70; Consideration of a Conditional Use Permit to construct and operate an unmanned wireless telecommunications facility at 4340 Main Street. Applicant; T- Mobile„ Staff recommends that public hearing be opened and continued to October 25, 2006. MSC (Moctezuma/Bensoussan) (5-0-0-1) that the Planning Commission open public hearing and continue it to October 25, 2006. Motion carried, 5.. Public Hearing: PCM 06-03; Considering certain amendments to the Chula Vista Auto Center Master Plan, Auto Park North Specific Plan, and Auto Park East Specific Plan. The proposed amendments consist of changes to the plans intended to make the three documents consistent with each other, in terms of the policies, regulations, and procedures contained therein. Staff recommends that public hearing be opened and continued to a date certain of October 25, 2006, MSC (Moctezuma/Felber) (5-0-0-1) that the Planning Commission open public hearing ; and continue to a date certain of October 25, 2006.
