OPENING STATEMENT: Read into the record by Chair,
ORAL COMMUNICATIONS: No public input.
PUBLIC HEARINGS:
1. Public Hearing: PCC 06-70; Consideration of a Conditional Use Permit to ',I
construct and operate an unmanned wireless
telecommunications facility at 4340 Main Street.
Applicant: T-Mobile
Background: Kim Vander Bie reported that T-Mobile is proposing to construct and operate
an unmanned wireless telecommunications facility to include a 65-foot high monopine j'
supporting 12 panel antennas and a 336 sf CMU enclosure behind an existing building for
equipment cabinets,
Staff Recommendation: That the Planning Commission adopt Resolution PCC 06-70
approving the proposed wireless telecommunications facility, subject to conditions contained
therein.
Public Hearing Opened„
Darrel Daugherty, applicant thanked the Commission for consideration of their proposal and
was available to answer any questions of the Commission,
Public Hearing Closed.
MSC (Tripp/Moctezuma)(6-0) that the Planning Commission adopt Resolution PCC 06-
70 approving the proposed wireless telecommunications facility, subject to
conditions contained therein. Motion carried.

2.. Public Hearing: PCS 06-12; Consideration of a Tentative Subdivision Map
to convert an existing 12-unit apartment complex to 12
condominium units for individual ownership at 582
Arizona Street. Applicant: Floit Homes
Background: Kim Vander Bie reported that the applicant, Floit Homes, submitted a
Tentative Subdivision Map application proposing to convert twelve 3-bedroom apartment
units into individual condominiums, Pursuant to Chula Vista Municipal Code Section 15.6 a
Tentative Subdivision Map is required for the proposed conversion in order to determine if
the project complies with necessary regulations
The project site consists of an apartment complex constructed in 1989 consisting of two
buildings, each with six units built above six two-stall garages, There are two guest parking
spaces on the site
On August 4, 2006 the Zoning Administrator approved the Design Review application I
proposing no significant exterior structural changes, but rather minor design upgrades
including repairing and repainting exterior surfaces, re-striping parking area, enhanced
landscaping and fencing, new barbeque area and trash enclosure, The interior of the units
will be renovated with new carpeting, tile, doors, windows, hardware, eta
Staff Recommendation: That the Planning Commission adopt Resolution PCS 06-12
recommending that the City Council approve the proposed Tentative Map based on the
findings and subject to the conditions contained therein,

Cmr. Felber expressed a desire to maintain the onsite guest parking and that live vegetation
landscaping be placed in front of the units instead of the proposed washed rocks,

A discussion ensued regarding a Variance for not meeting the open space requirements in
order to maintain the guest parking,
Mr, Hernandez recommended that the public hearing be continued to the next regular
Planning Commission meeting to allow staff and the applicant to meet to discuss
adjustments in the layout of open space to be able to meet the shortfall of approximately
300+ sf of open space and be able to keep the two guest parking spaces
MSC (Felber/Tripp) (4-2-0-0) that the Planning Commission continue this public to
November 8, 2006 to allow time for the applicant to meet with staff refine the site plan
to be able to meet the open space requirement and retain the two guest parking
spaces. Motion carried with Cmrs. Clayton and Vinson voting against the motion.
3. Public Hearing: PCM 06-03; Consideration of certain amendments to the
Chula Vista Auto Center Master Plan, Auto Park North
Specific Plan, and Auto Park East Specific Plan. The
proposed amendments consist of changes to the plans
intended to make the three documents consistent with
each other, in terms of the policies, regulations, and
procedures contained therein.

Due to unforeseen last-minute issues that have risen, staff recommends that the public
hearing be continued to a date uncertain, At such time that a date for rehearing is
determined, the public noticing will be recirculated,
MSC (FelberNinson) (6-0) that the Planning Commission continue public hearing to a
date uncertain, Motion carried.
4.. Public Hearing: PCZ 06-04; Consideration of a Zone Change for 3.6 acres of a
5.5-acre site from S90 Zone to Central Commercial Precise
Plan (CC-P) Zone and Precise Plan Modifying Standards for a
5.5-acre site located at 912-944 Third Avenue (Douglas Wilson
Companies)„
Background: Mary Ladiana, Planning Manager stated the on November 1, 2005, the
applicant filed applications requesting a zone change, lot consolidation, conditional use
permit, and design review for development of a mixed-use residential project consisting of
167 multi-family residential units and a 3,793 sf of commercial/retail space located on a
vacant 5,5 acre site located at 912-944 Third Avenue.
Staff concludes that the proposed zone for the site would be consistent with the goals and
objectives of the General Plan The proposed CC zone is an implementing zone of the
existing MUR land use designation and is appropriate with the designation. The project
components are appropriate due to the site's adjacency to both commercial and residential
development as well as adequate existing infrastructure, Therefore staff's recommendation
is as follows:
Staff Recommendation: That the Planning Commission adopt Resolution PCZ 06-04
recommending that the City Council introduce an ordinance adopting Zone Change PCZ06-
04 and approve the Precise Plan Modifying Standards.
Public Hearing Opened.
Terry Plowden, representing applicant stated that they met with various community groups
and received very good reviews of the project, Mr Plowden made himself available to '
answer questions of the commission.
Public Hearing Closed.
MSC (Bensoussan/Clayton)(6-0) That the Planning Commission adopt Resolution PCZ ,
06-04 recommending that the City Council introduce an ordinance adopting Zone
Change PCZ 06-04 and approve the Precise Plan Modifying Standards with a
recommendation to the City Council encouraging them to allow the City to participate
in the three-way effort to beautify the Country Club frontage„ Motion carried„
