Felber„ Motion carried. APPROVAL OF MINUTES: November 29, 2006 MSC (Bensoussan/Spethman) to continue approval of minutes to allow staff time to i, clarify the ambiguity in the agency responsible for not ensuring a CUP was filed by the applicant and with whom did the applicant file an application for the sale of alcohol. Motion carried. INTRODUCTORY REMARKS: Read into the record by Chair ORAL COMMUNICATIONS: No public input CONSENT AGENDA: None PUBLIC HEARINGS: 1,. Public Hearing: PCZ 06-06; Consideration of a rezone application to change the existing zone classification of a parcel of land known as 969 Naples Street from Re-P-9, Multi-family Residential/Precise Plan to IL, Limited Industrial -Health Advances USA„ Staff recommends that public hearing be opened and continued to January 24, 2007.. MSC (MoctezumaNinson)(6-0-0-1)that the Planning Commission open public hearing and continue the hearing to January 24, 2007. Motion carried„ Planning Commission Minutes -2- December 13, 2006 2. Public Hearing: a. PCC 07-15; Conditional Use Permit to allow Bay Bridge Brewing a 6,460 sf restaurant and bar (serving alcohol) within existing suite 102 of Eastlake Design District, including extending hours of operation, b„ PCC 07-30; Conditional User Permit to allow Dobson's a 5,145 sf restaurant and bar (serving alcohol) within existing suite 100 of Eastlake Design District, including extending hours of operation. Background: Jeff Steichen, project manager reported that the two project are a request for Conditional Use Permits to allow full-services restaurants to be located within suites 100 to 103 within Phase I of the Eastlake Design District, The applications were filed in conjunction with an application by the developer of the EDD requesting amendments to both the SPA Plan and the Master Use Permit. The amendments requested changes to the existing regulations regarding eating and drinking establishments, to increase the number, amount, hours of operation and acceptable locations within the EDD and remove the description of the clientele establishments can serve Bay Bridge Brewing is requesting 6,298 sf of usable floor space, which includes a 1,050 sf mezzanine. Paul Dobson is requesting a total of 5,145 sf of usable floor space, including a 2,147 sf mezzanine, Each of the restaurants will utilize two of the four suites, Both applicants are requesting full-service restaurants serving alcohol These requests include the extension of hours of operation, allowing both additional clientele and outdoor seating j beyond currently permitted by the MUP. Staff Recommendation: That the Planning Commission adopt resolution to allow two full service restaurants to be established within Suites 100-102 of Building C of the Eastlake Design District I Public Hearing Opened. 1 Doug Chase and partner Jim Shirey, Baybridge Brewery addressed the commission and answered their questions, Mr, Chase indicated that they do operate amicro-brewery on Industrial Blvd, where they will produce the beer to serve at the restaurant, Mr, Chase indicated that the Brewhouse at Eastlake is afull-service restaurant that will serve and satisfy the lunch and dinner needs of the Design District customers, employees, families and community groups During the public testimony the following individuals expressed wholehearted support for allowing the two full-service restaurants at the Eastlake Design Center: • Camille Bruno, Natasha Martinez, Paul VanLeifte, Barry Davis, Michael Vogt, Lisa Cohen, Pat Mauriart, Tim Leyva, Steven Sonderson, Allen Hoffman, Patricia Chavez, Rick Hoffman, Mike Larson Public Hearing Closed. Planning Commission Minutes -3- December 13, 2006 Commission Comments: The Commission unanimously expressed support for the proposals and asked for clarification on a few issues that had been raised by surrounding residents related to noise and traffic impacts, as well as questions regarding parking and the non-allowance of additional restaurant uses within the Phase I of the EDD, Staff responded to the Commission's satisfaction all of their questions, MSC (Vinson/Spethman)(6-0-0-1) that the Planning Commission adopt resolution to allow two full service restaurants to be established within Suites 100-102 of Building C of the Eastlake Design District„ Motion carried.
