ROLL CALL /MOTIONS TO EXCUSE:
Members Present: Vinson, Bensoussan, Tripp, Vinson
Members Absent: Moctezuma, Felber, Clayton
1. Special Order of Business: Request for Appointments to Historic
Preservation Advisory Committee. ;
MSC (Vinson/Tripp) (4-0-0-3) nominating Cmr. Bensoussan to serve as
representative on the Historic Preservation Advisory Committee with
Cmr. Spethman as alternate.
2. Public Hearing: PCA 07-04A; Reconsideration of
Amendments to Chula Vista Municipal Code
Chapter 19.07 Specific Plans and 19.80
Controlled Residential Development

3. Public Hearing: Consideration of the following application
filed by St. Rose of Lima Catholic Parish for
3.9 acres located at the northeast corner of
Third Avenue and H St„
a„ PCZ 07-02; Rezone Application to
establish Precise Ptan Modifying District
for the underlying Apartment Residential
Zone (R-3); and adopt Precise Plan
Standards for the subject property.
b. PCC 06-42; Conditional Use Permit for
the renovation and expansion of an
existing church campus.

Background: Jeff Steichen, Project Manager, gave an overview of the
proposal as outlined in the staff report, The applicant, Saint Rose of Lima
Catholic Parish is requesting the allowance for a phased redevelopment of
the existing church campus located at the northeast corner of Third Avenue
and H Street, The request includes a rezone to allow the establishment of
Precise Plan Modifying District and special development standards for the
unique landmark quality urban setting of this project..
The project consists of a new school, parish hall, church/sanctuary and other
site improvements including landscaping and a renovation of the parking lot
area on the east side of the campus. Off-site shared parking at the Gateway
Center parking structure directly west of the project side, across Third Avenue
is also proposed to meet the church parking requirements.. The project is
proposed to be implemented in three construction phases
Staff Recommendation: That the Planning Commission adopt Resolution
recommending that the City Council 1) approve the Conditional Use Permit to
allow proposed master plan for St. Rose of Lima Catholic Parish; 2) approve
Zoning Modification to allow establishment of Precise Plan Modifying District
to existing R3 zone, along with Precise Plan Development Standards
Public Hearing Opened.
Michael Vogt addressed the Commission and urged their approval of the ~I
project,

MSC (Vinson/Spethman) (4-0-3-0) that the Planning Commission adopt
