INTRODUCTORY REMARKS: Read into the record by Vice-Chair Clayton 6:03:17 PM APPROVAL OF MINUTES: May 13, 2009 MSC (Felber/Vinson) (5-0-1-1) to approve minutes of May 13, 2009 as submitted. Motion carried with Cmr. Tripp abstaining.. ORAL COMMUNICATIONS: No public input j CONSENT AGENDA: Director Halbert requested that Action Item #3 "Selection of new Planning Commission Chair i1 and Vice Chair for FY 09-10 be continued to the July 8, 2009 Planning Commission meeting MSC (Moctezuma/Felber) (6-0-0-1) that the Planning Commission open public hearing and approve item #1 (PCC 09-51) under the Consent Agenda. Motion carried. 1. Public Hearing: PCC 09-51; Consideration of a Conditional Use Permit to allow the sale and on-site consumption of alcohol associated with a 3.919 sf restaurant (Achiote Restaurant) within the Windingwalk Marketplace Shopping Center located at 2110 Birch Road, Suite 101 and 102 in Windingwalk Village 11 of the Otay Ranch.. Applicant: Martha Medina, Public Hearing Opened and closed. 6:0738 PM Planning Commission Minutes - 2 - June 10, 2009 2. Presentation: Third Avenue Streetscape Master Plan John Krizan, Landscape Architect and Garry Williams, Landscape Planner were co- presenters of the Third Avenue Streetscape Master Plan and provided the current work schedule, the source and funding for the project, and an overview of the design Director's Report: 6:52:43 PM Director Halbert reported on the following: Staff is working on the Disposition and Development Agreement for the Gateway project on Third Avenue and H Street that has a Specific Plan Amendment; it's expected to come before the Planning Commission sometime in July • The Eastern Urban Center Draft EIR is out for public review and the closure of the public review period will be before the Planning Commission on July 8, with an anticipated hearing date for the EUC in late August j Following the City Council action to change their meeting start time to 4:00 p m as a cost-savings measure, he asked if the Commission is also willing to consider moving the start time, it could be agendized for discussion at a future Planning Commission Commission Comments: Cmrs. Felber and Spethman relayed an unfortunate experience that a mutual acquaintance shared with them of his experience dealing with City staff He came to the City seeking direction on what he would need to do to relocate his business to another location within the City. He encountered roadblocks and total apathy from a staff member of the Planning and 'i Building front counter; out of frustration he ended up moving his business to Imperial Beach, which he found to be a very business-friendly City The Commission expressed grave concern with this behavior coming from a City employee and the message it sends that the City is not business-friendly, j 7:09:15 PM Meeting Adjourned to a regular Planning Commission meeting on June 24, 2009 Submitted By: Diana Vargas Secretary to the PI Wing Commission I
