INTRODUCTORY REMARKS: Read into the record by Chair Vinson
APPROVAL OF MINUTES: MSC (Spethman/Tripp)(7-0) to approve minutes of January
27, 2010 as submitted. Motion carried.
ORAL COMMUNICATIONS: No public input.
CONSENT AGENDA: None
PUBLIC HEARINGS:
1., Public Hearing: PCM 10-04; Consideration of Amendments to Chula Vista
Municipal Code; Title 19 (Zoning Ordinance) related to
administrative procedures for planning entitlements,
revisions to parking regulations and provisions regarding
Non-Conforming Uses for the purpose of Process
Improvements„
Background: Mary Ladiana gave an overview of the events leading to the review of the
development process in an effort reduce redundancy, costs and processing timelines, The
impetus for this review initially was driven by the continued budget cuts as a result of the
economic downturn, which presented an opportunity for the department to introspectively I
on how to do more with Tess, with the goal of improving the process,
After the formation of the Development Services Department in late 2008, a staff
committee was convened to identify short and long term issues to improve the
development review process.
In spring of 2009 a 25 member Development Services Oversight Committee was formed
comprised of developers, business owners, community organizations, engineers,

architects and contractors to work with staff in identifying areas that needed improvement
and developing workable solutions,
Tonight's hearing provides the Planning Commission with the amendments to the
Municipal Code that are required to effectuate the process improvements related to
administrative procedures for planning entitlements, revisions to parking regulation and
provisions regarding Non-Conforming Uses for the purpose of Process Improvements
Commission Comments:
The Commission commended staff for conducting an exhaustive review of the
development process and expressed support of staff's process improvement
recommendations. The following were issues brought up for further clarification and/or
discussion:
• Redundancy in roles and expertise of the DRB and CVRC
• Cost savings in a reduced timeline for entitlements, i e. a streamlined the process from I
a hearing to an administrative review and approval
• Vocational schools parking requirements
• Continued and expanded role of the Development Oversight Committee beyond
process improvement, i.e their recommendation on budget and fees

MSC (Tripp/Moctezuma) (6-0-0-1) recommending that the City Council approve an
ordinance amending various sections of the Municipal Code Chapter 19 related to
development review administration procedures„ Motion carried.

Director's Report:
• Municipal Code 2 25,280(d) -Individual Communications by Members
Gary Halbert stated that at a previous meeting, the Commission asked for clarification
on the protocol for members to speak on behalf of their respective board or I
commission at public meetings. The following Section 2,25 280(d) of the Municipal
Code was read into the record:
"Individual board or commission members may speak on behalf of their '
respective board or commission only after a vote of the particular board or
commission, Individual members making recommendations or
expressing views that have not been officially voted on by a majority of
the body shall indicate that they are expressing themselves as private
citizens, not as representatives of their respective board or commission."
Commission Discussion
• MSC (Tripp/Moctezuma)(6-0-0-1) that Commissioners may speak on behalf of
the Planning Commission, in support of PCM 10-04 (proposed Code
Amendments), when the item goes before the City Council„ Motion carried„

• The Commission also address, and the City Attorney explained to their satisfaction,
that items may be considered under the Consent Agenda except when they are
listed as Public Hearings
Adjournment: The meeting was adjourned and the Planning Commission will convene at a
regular meeting on April 14, 2010
