Bringas, Tripp and Felber, Motion carried.. INTRODUCTORY REMARKS: Read into the record by Chair Spethman ORAL COMMUNICATION: No public input CONSENT ITEMS: None REPORT: 1. Report: Consideration and In ut on Draft Climate Ada tation p p Plans5:z1:o3 PM Background: Brendan Reed, Environmental Resource Manager, gave an overview of the Draft Implementation Plans for Climate Adaptation Strategies which were developed by the City's Climate Change Working Group. The Stakeholder group (CCWG) worked over a 12- month period to identify Chula Vista's vulnerability to expected local climate change impacts, known as climate "adaptation The CCWG chose 11 recommended strategies to reduce future risks and costs, In October 2011, the City Council accepted the CCWG's - recommendations and directed staff to develop implementation plans within 180 days, The eleven strategies consist of the following: Strategy #1 Cool Paving Strategy #7 Extreme Heat Plans Strategy #2 Shade Trees Strategy #8 Open Space Management Strategy #3 Cool Roofs Strategy #9 Wetlands Preservation Strategy #4 Local Water Supply Reuse Strategy #10 Sea Level Rise & Land Dev Codes Strategy #5 Storm Water Prevent.. Reuse Strategy #11 Green Economy Strategy #6 Education and Wildfires Minutes of the Planning Commission -2- March 3, 2011 A brief description of each of the eleven strategies were presented by various lead members of staff from the Public Works and Engineering Department, Fire Department, Finance, and Planning and Building Divisions of the Development Services Department Staff Recommendation: That the Planning Commission recommend that the City Council adopt the implementation plans and direct staff to implement them based on available funding. Commission Comments: There was general consensus from the Commission that the Climate Change Working Group conducted a thorough analysis in identifying potential impacts, developing strategies to reduce those risks and impacts, and developing an implementation plan The Commission made the following comments: • The final Climate Adaptation Plan should further clarify that the implementation plan will not create a new impact on the City's General Fund • The proposed strategies should not create a cost burden for businesses and a cost I analysis for any future policies which could impact businesses should be completed • The Plan should include a section discussing the cost of "no-action" to municipal operations and the broader community • The Cool Pavement Study's timeline should be extended to provide adequate period to assess longer term pavement stability and deterioration • There should be detailed cost analysis for future Cool Roof requirement and clarify if the proposed Cool Roof strategy would apply to retrofitted home in addition to new homes • Property owners who are violating the proposed landscape run-off prohibition should receive warnings before being fined • The Design Review Board should review any proposed Shade Tree policy I • Education materials should be presented in English and Spanish MSC (Moctezuma/Vinson)(4-0-0-3) that the Planning Commission recommend that the City Council adopt the implementation plans and direct staff to implement them based on available funding.
