Sea World LLC dba Aquatica San Diego ("Aquatica'~, SeaWorld's waterpazk, is the Title Sponsor of this event. These sponsorship fees will be used by the City to pay for the initial, up-front costs associated with the fun run, including printing, t-shirts for fun run participants, and advertising. Today's action asks the City Council to appropriate these donated sponsorship funds. ENVIRONMENTAL REVIEW The Development Services Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because the activity consists of a governmental administrative/fiscal activity that will not result in direct or indirect physical changes in the environment. Therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is required. RECOMMENDATION Council adopts the resolution. 4-1 MARCH 26, 2013, Item Page 2 of 2 BOARDS/COMMISSION RECOMMENDATION Not applicable. DISCUSSION The Community Fun Run is a Sk run or walk community event, held at the U.S. Olympic Training Center. This event has been presented annually by the City since 2009, organized and managed by the Recreation Department. The title sponsor of this year's fun run, Aquatica, is donating $5,000 in sponsorship fees. These funds are needed to pay for the up-front supplies and services costs for the fun run, as no funds are budgeted in the Recreation Department's budget for this community event. These funds will be used for printing of fliers, advertising, production of event t-shirts for participants, and other miscellaneous costs. DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the property which is the subject to this action. Staff is not independently aware, nor has staff been informed by any City Council member, of any. other fact that may constitute a basis for adecision-maker conflict of interest in this matter. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in an appropriation of $5,000 to the Recreation Department supplies and services budget. Aquatica is the source of funding; therefore there is no fiscal impact to the City. Additional revenues from sponsors and vendors are anticipated and will go directly to the Friends of Chula Vista of Parks and Recreation to fund recreation programs and services. The staff time involved in running this event is from full-time Recreation Department staff, whose costs are already included in the Department's budget. ONGOING FISCAL IMPACT The fun run will continue to be an annual City-run community event, with the City paying the direct fun run costs associated with operating this event, with offsetting revenue coming from appropriations of sponsorships and vendor fees, as needed. Proceeds from fun run participant registrations go directly to the Friends of Chula Vista Parks and Recreation to fund recreation programs and services. ATTACHMENTS Not applicable. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING A DONATION OF $5,000 FROM SEA WORLD LLC DBA AQUATICA SAN DIEGO, THE TITLE SPONSOR OF THE COMMUNITY FUN RUN, FOR COSTS ASSOCIATED WITH THE COMMUNITY FUN RUN AND AMENDING THE FY2012-2013 RECREATION BUDGET TO REFLECT THE APPROPRIATION OF THESE DONATED SPONSORSHIP FUNDS WHEREAS, the City of Chula Vista is presenting the 5`h annual Community Fun Run on May 11, 2013; and WHEREAS, the City of Chula Vista Recreation Department is the lead department in running the Community Fun Run, including finding sponsors and vendors; and WHEREAS, the City of Chula Vista Recreation Department is receiving a donation from Sea World LLC dba Aquatica San Diego in the amount of $5,000 as Title Sponsor of the Community Fun Run; and WHEREAS, the Chula Vista Recreation Department will use these donated sponsorship funds to pay for up-front costs associated with the Community Fun Run; and WHEREAS, accordingly, the sponsorship funds will be appropriated to the Recreation Department supplies and services budget.
