Mayor Cox, City Councilmembers:
My name is Joe Zilvinskis, and I am the Program Coordinator for the Rotational Shelter
Program of the Interfaith Shelter Network.
The Interfaith Shelter Network is a collaborative effort of area congregations, social
service agencies, and cities throughout the County pooling resources to provide
emergency shelter to homeless families and individuals for more than 25 years. Utilizing
congregational volunteers and facilities, people in need receive shelter, meals, and
support in acase-managed program that works to improve their situation. Over the years,
half of those served by the program have left for more permanent housing, and more than
half of the adults left with a job or income to which they are entitled.
Last year in the South bay, through the effort of area churches and synagogues, 28 people
were provided a total of more than 1,100 bed nights. This year, we have already seen a
10% increase in the number of people served, and the seasonal program is still running.
78% of the people served last year were families, over 40% were children, half of those
under the age of 10.
The funding requested will go to case management services, client transportation, and a
portion of the salaries and benefits for two of the Rotational Shelter Program staff. The
funding also leverages the efforts of nearly 500 volunteers and 3,000 meals. Volunteers
also provide workshops in career planning and financial literacy. The goal of the program
is for shelter guests to leave the program more self-sufficient and capable, productive
members of our community.
I thank the City Council for supporting our program in the past, and would like to
encourage your continued support. You are invited to come and visit the shelters during
the season and the see the good work your support, and the helping hands of your
constituents, brings to life.
