Each speaker's presentation may not exceed three minutes. CONSENT ITEMS: The Chair may entertain requests by staff to continue an agenda item. The Chair may also entertain a recommendation by a Commissioner to approve certain non - controversial agenda items as Consent Items. Notwithstanding the foregoing, an agenda item listed as a Public Hearing may not be acted upon by the Commission as a Consent Item. Public Hearing items shall be heard by the Commission as a Public Hearing. PUBLIC HEARINGS: 1. Public Hearing: PCC 10 -08; Consideration of a Conditional User Permit to establish and operate a fast -food restaurant with drive -thru including 24 -hour operation and signage at 919 -945 Otay Lakes Road — Jack In The Box.
