Promise Neighborhoods is acommunity-focused program that funds local-led efforts to improve educational opportunities and provide comprehensive health, safety and support services in high-poverty neighborhoods. The Police Department is asub-recipient of the grant, which will fund one School Resource Officer during the 5-year grant period. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. 11-1 03/19/2013, Item Page 2 of 3 DISCUSSION As outlined in the grant proposal, two full-time School Resource Officers (SROs) will be dedicated to the Chula Vista Promise Neighborhoods Program to support school and community safety in the tazget neighborhood and target schools. One SRO is fully funded by the grant during its 5-year award period and will be added to the authorized staffing level of the Police Grant Fund. The other SRO is an existing position that will serve a match to the grant-funded position. The Chula Vista School Resource Officer Program aims to provide a safe, secure, and peaceful teaching and learning environment for all students and staff. SROs are trained to carry out vazious roles while providing service to schools: safety expert and law enforcer, problem solver and liaison to community resources, and educator. They are sworn officers assigned through cooperative agreements to work within local schools. As sworn police officers, the SROs will play a unique role in preserving order and promoting safety on campus. In addition, SROs function as problem solvers and liaison for provisions of community resources. In the school setting, the SROs will coordinate problem solving efforts with administrators, teachers, students, pazents, mental health professionals, and community- based stakeholders. The SROs will assist in resolving problems that aze not necessarily law violations, such as bullying or disorderly behavior, but which are nonetheless safety issues that can result in or contribute to criminal incidents. Helping resolve these problems will frequently require the officers to act as resource liaisons, referring students to professional services within both the school (guidance counselors, social workers) and the community (youth and family service organizations). In particular, the SROs will build relationships with juvenile justice counselors, who are responsible for supervising delinquent youths, connecting them with needed services, and recommending diversionary activities. The Police Department has partnered with South Bay Community Services since 1985. This long-time collaboration resulted in many beneficial community programs such as youth counseling services, Domestic Violence Response Team (DVRT), graffiti eradication and Gang Reduction, Intervention and Prevention (GRIP). The Promise Neighborhoods Program is yet another example of collaborative efforts to benefit the Chula Vista community. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500-foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. Staff is not independently aware, nor has staff been informed by any City Councilmember, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the addition of one Peace Officer to the authorized staffing of the Police Grants Fund and the appropriation of $36,390 to the 11-2 03/19/2013, Item ~~ Page 3 of 3 personnel category of the Police Grants Fund. The funding from the U.S. Department of Education will completely offset these costs, resulting in no net fiscal impact to the General Fund. ONGOING FISCAL IMPACT The grant funds one School Resource Officer fora 5-year period. When grant funding for the officer is fully expended, the City can eliminate this position or fund it as a General Fund cost resulting in an estimated fiscal impact of $125,000 per year.
