HomeMy WebLinkAbout2002/06/10 Board of Appeals & Advisors Minutes MINUTES OFA REGULAR MEETING BOARD OF APPEALS AND ADVISORS ` CITY OF CHULA VISTA, CALIFORNIA June 10, 2002 Conference Room No. 1 5:15 p.m. MEMBERS PRESENT: Chairman Kevin O'Neill (arrived 6:05 p.m.), Vice-Chairman Jim Monaghan, Board Members Bryan Ehm, Edward Nagorski, Jose Romo, and Ben West MEMBERS ABSENT: Board Member Ty Compton CITY STAFF PRESENT: Assistant Director Remp, Secretary Bottorff, Deputy Building Official EI-Khazen; and Code Enforcement Manager Gray CALL MEETING TO ORDER: Vice-Chairman Monaghan called the meeting to order at 5:22 p.m. ROLL CALL: Members present constituted a quorum. 1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: MSUC Monaghan/Romo (5-0) to excuse the absence of Board Member'Compton. 2. APPROVAL OF MINUTES: MSUC Ehm/Romo (5-0) to approve the minutes of April 8, 2002. 3. NEW BUSINESS: A. Election of Chair for FY 2002/2003 MSUC Romo/O'Neill (6-0) to elect James Monaghan as Chairman ofthe Board of Appeals and Advisors for Fiscal Year 2002-2003. B. Election of Vice-Chair for FY 2002/2003 MSUC Ehm/O'Neill (6-0) to elect Bryan Ehm as Vice-Chairman of the Board of Appeals and Advisors for Fiscal Year 2002-2003. Board of Appeals and Advisors 2 June 10, 2002 Election of officers was deferred until end of meeting. 4. CHAIRMAN'S COMMENTS/REPORT: A. Landscaping Inspections on Commercial Projects Chairman O'Neill asked if a landscape architect does final inspections on commercial projects. Asst. Director Remp informed him that building inspectors do not do the inspections. His understanding is that the landscape planner accepts a certificate from the landscape architect who designed it to confirm that it was done. The building inspector sends a notice to planning five days in advance of the anticipated final inspection to give the landscape planner the opportunity to confirm that the landscaping has been done. 5. BUILDING OFFICIAL'S COMMENTS/REPORT: A. Code Adoption Schedule Asst. Director Remp introduced Deputy Building Official Lou EI-Khazen, who is heading up the code adoption process. DBO EI-Khazen stated that the effective date for the new code adoption is November 2, 2002. He went over the deadlines for various staff members for the code adoption process. The draft agenda packet will be available for the Board of Appeals members at the August 12 meeting for endorsement. The first Council hearing will be September 10. Board Member Ehm asked if the board members could have the packet prior to the August 12 meeting so they would have time to review it prior to the meeting. It was agreed that the packet would be available to the Board Members approximately two weeks prior to the August 12 meeting. B. Code Enforcement Program Update Asst. Director Remp introduced CE Manager Gray. Code Enforcement is reinstituting the housing program. It has been on hold for approximately three years, and prior to that was done on a minimal level. The policies and procedures on the program have been rewritten. The housing program covers apartments with three or more units, hotels, and motels. A housing permit fee is collected and inspections are done on those properties. The plan is to inspect every housing complex within three to five years and continue to follow up on complaints received on individual units. Board of Appeals and Advisors 3 June 10, 2002 The first round of inspections will be exterior only unless the City has received numerous complaints on a property. Hotel/motel spot checks of interior rooms will be done. One staff person has been transferred from our general code enforcement complaints to the housing program. This person will also be participating in the Community Oriented Policing and Problem Solving (COPPS) hotel/motel program. The Broadway revitalization plan by Community Development will also influence, to an extent, what is done in the housing program. The code enforcement staffing will then consist of one person doing the housing program, one person doing Abandoned Vehicle Abatement, and two staff members covering the rest of the city for complaints. C. PEX Piping Continued Approval Building Standards Commission adopted the plumbing code but did not include PEX piping. PEX did not get approved at the state level, but it was made clear that local jurisdictions could continue to approve it as an alternate method and material. This board approved it in 1999, and it has been trouble free since then. The state has approved its use in all manufactured housing since 1996 or before. It is our plan to continue to approve it under the action taken by this board in 1999. D. General Plan Update Chula Vista Vision 2020 kick-off was about six weeks ago. All Boards and Commissions were asked to be aware of it and participate. The City is asking for input from the community. There are questionnaires available to fill out. E. Monthly Activity Reports The May activity reports were distributed to the members at the beginning of the meeting. All indications are that the Building Division will come very close to our anticipated revenues and activity levels for this fiscal year. 6. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE): None 7. ADJOURNMENT: Chairman O'Neill adjourned the meeting at 6:20 p.m. to the next regular meeting scheduled for July 8, 2002.
