PCM 12 -42 RESOLUTION OF THE CITY OF CHULA VISTA PLANNING COMMISSION RECOMMENDING THAT THE CITY OF CHULA VISTA CITY COUNCIL APPROVE AN ORDINANCE AMENDING VARIOUS SECTIONS OF THE CHULA VISTA MUNICIPAL CODE TITLE 19 RELATED TO SPECIAL EVENTS; TEMPORARY OUTSIDE SALES; TEMPORARY PROMOTIONAL SIGNS; AND TITLE 18 (SUBDIVISIONS) RELATED TO ADMINISTRATIVE PROCEDURES FOR THE SUBDIVISION OF LAND FOR THE PURPOSE OF PROCESS IMPROVEMENTS WHEREAS, in February 2009, the Development Services Department initiated a review of tlpe City's development processes to determine what improvements could be made to reduce redundancy, administrative costs and processing timelines while not sacrificing opportunities for earl and often public input and review. The effort is referred to as the Process Improvements Prq#am; and WHEREAS, a staff committee was convened to identify a series of short and long term issues that needed to be addressed to improve the development review process; and WHEREAS, in the spring of 2009, a 25 member Development Services Oversight Committee ( "Oversight Committee "), comprised of developers, business owners, community orga aizations, engineers, architects, and contractors was formed to work with staff in identifying additional areas that needed improvement and assist in developing workable solutions; and WHEREAS, the City's existing Special Event permit process was identified as a Process Impiovement item to provide clarity, eliminate redundancies and streamline the process; and WHEREAS, on September 19, 2012, the Development Services Oversight Committee recommended that staff proceed with the draft recommendations to amend Title 19 (Zoning Ordi ance) Sections 19.58.370 Temporary outside sales; 19.58.380 Special events; and 19.6 .500 Temporary promotional signs, for the Process Improvements Program, which include clari i'ying and streamlining the permit process; and WHEREAS, Title 18 amendments can be streamlined by delegating approval authority to the Planning Commission for Tentative Map and Vesting Tentative Maps; and WHEREAS, the Development Services Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the acti 'ity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines; ther fore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subi�ct to CEQA. Thus, no environmental review is necessary; and WHEREAS, a hearing time and place was set by the Planning Commission for consideration of the Project and notice of said hearing, together with its purpose, was given by its i Planning Commission Resolution PCM 12 -42 Page 2 pub ication in a newspaper of general circulation in the City, at least ten (10) days prior to the hea 'ng; and WHEREAS, the Planning Commission held a duly noticed public hearing to consider said Project at the time and place as advertised, namely January 9, 2013 at 6 p.m. in the Council Chambers, 276 Fourth Avenue, and said hearing was thereafter closed. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission recommend tha the City of Chula Vista City Council approve an ordinance amending various sections of the Chula Vista Municipal Code Title 19 related to special event permits; temporary outside sales pe its; and temporary promotional signs. BE IT FURTHER RESOLVED THAT a copy of this resolution be transmitted to the City Council.
