To: Honorable Mayor Cheryl Cox, Council Members and City Manager Subject: Chula Vista's Public Safety Subcommittee. 1. After our review of Councilmember Patricia Aguilar's memo regarding possible options for our City's Public Safety Subcommittee, the IAFF feels compelled to raise its concerns over this critical issue. Chula Vista has always taken great pride in stating our City's number one priority is public safety. Since 2006, when the Public Safety Subcommittee was established, our citizens had a place they could go to speak to their elected politicians on any issue involving Public Safety. It is the only way our constituents can express their concerns and priorities to us. IAFF Local 2180 understands and supports changes that make us a stronger and a safer community, but here we are concerned that the opposite will occur with the proposal currently being considered. 2. We believe appointed Council members who are interested and engaged in all facets of Public safety give a more consistent and knowledgeable approach to meeting the public safety needs of our citizens. Below is our assessment of the following options: Option one: We do not believe this is a reasonable option, as it takes away the ability of our citizens to interact over a public safety issue in forum of a town hall meeting. Police, Fire and Emergency Medical services will lose the council expertise that understands the ins and outs of these Public Safety entities. Option two: Eliminates two thirds of Public safety's voices. No more will the public have a direct line of communication to Fire and Emergency Medical Services. This is a great loss, considering a new Fire based Advanced Life Support/Paramedic program about to begin. Many Southern California cities are in current disputes with Fire/EMS over response times. Issues like these need to be vetted through Fire/EMS not the Police Department. Option Three: This option has been and still is the best way for our Council members to interact with their constituents over ALL Public Safety concerns. We have dedicated Council experts serving on this Committee, which can receive and disseminate this important information to Council as needed. As we recover and are looking to build and move forward as a City, it is important to have quick access to major Public Safety issues. We have Advanced Life Support, New Fire Stations, a growing Fire Administration and upcoming consolidation with National City Fire Department looming in our future. We will need this committee more than ever. We never know whom we Fernando Felix will be working with, and what their level of expertise will be. It would be a waste of time to Secretary continually rehash information due to the loss of continuity. It should Kenneth Stovall continue to function as it was intended for the welfare and safety of our citizens. While not Exec. Board Seat Yr4 desired, Option five would be a distant second choice for us. First, and foremost, we wish to express our gratitude to the Mayor and Council for providing a means for our public safety members and the community to provide input and interaction with you, the policy makers regarding contemporary issues in the safety of our city. We believe the PublicSafety Subcommittee has been a great asset to the safety of our community. We have appreciated the focused and more informal settings of the Subcotnmittee's meetings to express ourselves and interact with your constituents. Understanding there maybe changes in the direction of the future of the Subcommittee we believe maintaining this resource in some fm•mat is important. We like the idea of having appointed members of the Council who are interested and engaged in public safety who will be a consistent resource. We also believe this. would be relevant to areas outside of public safety as well, based on the needs of the city. In the larger political arena we see political appointments to committees relating to Veterans' Affairs, Environmental Issues, etc., to serve the same benefit and purpose. If there must be changes to the structure of the Public Safety Subcommittee, which we would not recommend, our second choice would be the "Option 5". This would- still provide us with the opportunity to give the Mayor and Council input on contemporary public safety issues on a' nuarterly basis, in a less formal, working ehviromnent. The concern would be the resources and logistics of getting everyone together for additional meetings every three months. We appreciate your time and consideration to this matter. I am a homeowner and Board President at Treviana Lomas Verdes. I am here today to convey to you the IMPACT of building a Bridge in between Treviana and Monet on my life, my friends and neighbors within our Otay Ranch communities. LIFE IS ALL ABOUT CHOICES AND EVERY CHOICE HAS A CONSEQUENCE GOOD OR BAD. I CHOSE TO BUY A HOME IN OTAY RANCH BECAUSE COMPARED TO THE OLD CHULA VISTA THE NEW COMMUNITIES ARE THE WAY OF THE FUTURE. BUT, NOW THAT THIS BRIDGE IN BETWEEN TREVIANA AND MONET IS BEING PROPOSED. WHAT I THOUGHT WAS THE FUTURE AND BEAUTIFUL COMMUNITIES IS NOW GOING TO BE OLD FASHIONED AGAIN. WHY WOULD THE CITY OF CHULA VISTA LEADERSHIP AND ENGINEERING ALLOW THIS TO HAPPEN? THE SPACE IN BETWEEN TREVIANA AND MONET IS ONLY 34 FEET 10 INCHES WIDE. THE REST OF EAST PALOMAR IS 150 FEET WIDE. WHAT KIND OF THOUGHT PROCESS WENT INTOTHIS FUTURE PLAN? TO ME, MY FRIENDS AND NEIGHBORS THIS IS THE RESULT OF GREED!!! WE ARE TAXPAYERS AND VOTERS THAT WERE NEGLETED IN TH15 FUTURE PLAN.IF AND WHEN YOU APPROVE THIS BRIDGE, WE WILL ONLY HAVE 6- 8 FEET OF SPACE IN BETWEEN THE WALL AND BRIDGE. HOW DO YOU JUSTIFY THIS CHOICE??? AS THE 80ARD PRESIDENT I HAVE WORKED EXTREMELY HARD AT REDUCING DELINQUENCIES AND INCREASING OUR RESERVES FOR NO PAY OR SPECIALBENEFITS. I CARE ABOUT MY COMMUNITY SO MY SATISFACTION COMES FROM KNOWING THAT MY COMMUNITY IS WELL MAINTAINED. BUT, NOW THIS BRIDGE WILL BRING THE PUBLIC FROM SOUTH OF THE BORDER AND DOWNTOWN INTO OUR FRONT DOORS AND WINDOWS. THIS MAKES ME FEEL LIKE ALL THE HARD WORK WAS FOR NOTHING!!! HOW COULD THE CITY OF CHULA VISTA LEADERSHIP AND ENGINEERING ALLOW THIS TO HAPPEN??? I RECENTLY ATTENDED THE EIR PUBLIC MEETING ANDTHE SANDAG PEOPLE DID NOT WANT TO EVEN TALK ABOUT THE OLYMPIC PARKWAY ALTERNATIVE. WHY??? WHY CAN'TA DEDICATED BRIDGE BE PUT ON THE OLYMPIC PARKWAY ISLAND??? I ASKED SEVERAL ENGINEERS AT THIS MEETING IF THEY WOULD LIKE TO LIVE UNDER A BRIDGE AND NOT ONE SAID YES. WHY? BECAUSE THEY KNOW THIS CHOICE IS WRONG FOR THE OTAY RANCH COMMUNITIES. BUT, THEY HAVE AJOB TO DO AND A FAMILY TO FEED. DO WENOT DESERVE TO BE TREATED LIKE HUMAN BEINGS??? SOMEONE IN THE PAST MADE A WRONG CHOICE. ARE WE JUST COLLATERAL DAMAGE??? THANK YOU CHULA VISTA LEADERSHIP AND ENGINEERS FOR NOTPROPERLY ENVISIONING AND PLANNING THE FUTURE OF CHULA VISTA. When I purchased my home in 2010 this information was never disclosed to me by anyone. It's not until I heard my neighbor's talking about it and by attending a Treviana HOA meeting [hat I became aware of this issue. After doing some research I found that this BRT Project was part of the City's General Plan 20 years ago. Of course, by the time I found out about this issue it was too late to return the house. It's not like my home came with a 90day money back guarantee type deal. Are we that much less that we don't even deserve an ARCHITECTURAL MODEL to visualize this project? The EIR fails to properly demonstrate visually the true outcome of building a bridge in between Treviana and Monet. Are people's lives that insignificant to SANDAG's projects? WHAT DO WE HAVE TO DO TO PROVE TO YOU THAT THIS BRIDGE IN BETWEEN TREVIANA AND MONET IS WRONG??? -
