SUMMARY
The Library received a gift from the estate of Chazlotte and Ronald Stanley, in the amount
of $10,000. The Library intends to use this gift to purchase books and materials for the
librazy collection. Today's action asks the City Council to appropriate the donated funds.
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed activity, appropriating
donated funds from the estate of Chazlotte and Ron Stanley, for compliance with the
California Environmental Quality Act (CEQA) and had determined that the activity is not
a "project" as defined under Section 15378 of the State CEQA Guidelines because the
activity is appropriating funds for purchase of books and materials only, therefore,
pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject
to CEQA.
RECOMMENDATION
Council adopts the resolution.
BOARDS/COMMISSION RECOMMENDATION
The Board of Library Trustees supports the resolution.

DISCUSSION
The Chula Vista Public Library has received an unexpected gift of $10,000 from the
estate of Chazlotte and Ronald Stanley for the great contribution the Library made to the
intellectual lives of their two children and in remembrance of the yeazs of pleasure they
had volunteering for the Library. The Library would like to use the bequest to augment
the supplies and services budget and acquire books and other materials for children, teens
and adults.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently, the 500-foot rule found in California Code of
Regulations section 18704.2 (a)(I) is not applicable to this decision. Staff is not
independently aware, nor has staff been informed by any City Councilmember, of any
other fact that may constitute a basis for a decision maker conflict of interest in this
matter.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in a one-time appropriation of $10,000 to the
Library Department supplies and services budget. The estate of Chazlotte and Ronald
Stanley is the source of funding; therefore there is no fiscal impact to the City.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting this donation.

YEAR 2012-2013 LIBRARY BUDGET TO REFLECT THE
APPROPRIATION OF THESE DONATED FUNDS
WHEREAS, the Chula Vista Public Library received a gift from the estate of Charlotte
and Ronald Stanley, in the amount of $10,000; and
WHEREAS, the Chula Vista Public Library intends to use this gift to purchase books and
materials for the library collection which use is supported by the Board of Library Trustees; and
WHEREAS, accordingly, the gift funds will be appropriated to the Library Department
supplies and services budget.
NOW, THEREFORE, BE IT RESOLVED that the City Council of City of Chula Vista
hereby appropriate $10,000 from the estate of Charlotte and Ronald Stanley to the Library
Department supplies and services budget.
