The Urban Areas Security Initiative addresses the unique planning, organization, equipment, training, and exercise needs ofhigh-threat, high-density urban areas. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. 7-1 02/12!2013, Item 7 Page 2 of 3 DISCUSSION One of the core missions of the U.S. Department of Homeland Security is to enhance the ability of state, territory, local, and tribal governments to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other disasters. As first responders to emergency incidents, the Police, Fire and Public Works Departments have benefited greatly from several federal homeland security grants. The fiscal year 2012 Urban Areas Security Initiative (UASI) provides funding for the continued development of readiness and operational response capacity of Police and Fire first responder personnel. The spending plan for these homeland security funds relate to planning needs of the city. All Hazard Preplans Planning funds in the amount of $213,631 have been allocated to develop and enhance hazard plans used during emergency incidents. Regional efforts from the San Diego Public Safety GIS committee are being made to digitize maps of the county for use by first responders. Each map is uploaded to a county geographical database for information sharing. These maps are available and distributed to all first responding units for the region digitally. For the City of Chula Vista, a map in hard copy is also located in every responding unit in case of communication failure during emergencies. Previous UASI awards for planning needs were used for an hourly intern (12-20 hours/week) to create preplans. As of November 2012, preplans are now created in a more extensive database model to meet the new San Diego Public Safety Database standard. The workload has increased 5 times to meet the new standazd. Each preplan requires more detail and at current production rates the goal of 200 new preplans will not be met. In order to meet the UASI grant objectives, the Fire Department is proposing to add one GIS Specialist to the authorized staffing level of the Federal Grants Fund. The GIS Specialist is fully funded by UASI grant funds and may be eliminated if grant funds end. This full-time position will create and update Chula Vista all hazard preplans to new San Diego Public Safety Database standard. Each of these all hazazd preplans are used by all first responders within Chula Vista and surrounding areas. Fire, police and medical (AMR) personnel use these in rapid and directed response to incidents. The applications vary from simple use as a guide to Fire and Medical units to a CPR in a complicated housing complex or more complex items such as size and amount of hazardous materials stored within a structure fire. UASI 2010 funds were used to create 161 high hazard models; however they are in an old database. The current standazd is a higher level of detail that is designed to be put on a countywide server for interagency use. The goal of the county work group is to get all high hazards in the county into the same database model to be shazed between agencies. Currently, Chula Vista does not meet that requirement. Critical Infrastructure and Kev Resources (CIKRI Planning funds in the amount of $29,960 have been allocated for Critical Infrastructure and Key Resources (CIKR) assessments. Specialized field assessments are being conducted throughout the nation to identify vulnerabilities, interdependencies, and cascading effects of nationally significant critical infrastructure and key resources. These vulnerability assessments are the foundation of the National Infrastructure Protection 7-2 02/12!2013, ltem~ Page 3 of 3 Plan's risk-based implementation of protective programs designed to prevent, deter, and mitigate the risk of a terrorist attack while enabling timely, efficient response and restoration in anal!-hazards post-event situation. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500-foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. Staff is not independently aware, nor has staff been informed by any City Councilmember, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the addition of one GIS Specialist to the authorized staffing of the Federal Grants Fund and the appropriation of $217,191 to personnel and $26,400 to the supplies and services category of the Federal Grants Fund. The funding from the 2012 Urban Areas Security Initiative will completely offset these costs, resulting in no net fiscal impact to the General Fund. ONGOING FISCAL IMPACT There is no anticipated fiscal impact for accepting these grant funds. Since the grant period crosses multiple fiscal years, any unexpended funds will be incorporated into the fiscal year 2013/14 proposed budget and will be considered as part of the normal budget process. The identified grant funding is sufficient to fund the GIS Specialist position for 9 months. It is anticipated that the Fire Department will continue to receive grant funds beyond this time period. Should grant funding become unavailable, the City can eliminate this position or fund it as a General Fund cost resulting in an annual impact of $99,140. ATTACHMENTS None. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby accept $243,591 from the U.S. Department of Homeland Security, add one GIS Specialist to the authorized staffing level of the Federal Grants Fund, and appropriate $217,191 to personnel and $26,400 to the supplies and services category of the Federal Grants Fund for the Urban Areas Security Initiative.
