HomeMy WebLinkAbout2013/01/14 RCC Minutes RCC Minutes, 1/14/13, Page 1 of 3 MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION January 14, 2013 City of Chula Vista, Executive Conference Room 103 276 Fourth Avenue MEETING CALLED TO ORDER: By Chair Rahimzadeh at 4:00 p.m. ROLL CALL: MEMBERS PRESENT: Commissioners Coleman, Flores, Kappes, Valen, Vargas, and Chair Rahimzadeh MEMBERS ABSENT: Commissioner Romo MOTION TO EXCUSE: None STAFF PRESENT: Administrative Services Manager Beamon, Environmental Services Program Manager France, Building Official EI- Khazen, Recycling Specialist Solomon, Recycling Specialist Medrano, Conservation Specialist Downs, Conservation Associate Salem, and Sr. Secretary Fields OTHERS PRESENT: None APPROVAL OF MINUTES: The Minutes of November 5, 2012 were approved with Commissioner Valen abstaining. ORAL COMMUNICATIONS: None ACTION ITEMS: 1. Proposed Gray Water Stub-Out Ordinance Building Official Lou EI-Khazen brought this item back to the board to further discuss the details of the proposed Ordinance which requires clothes washer gray water outlet and outside stub-out systems. He addressed questions and comments from the board including comments from Commissioner Coleman and Chair Rahimzadeh who both suggested a need for clarification in the wording on the pipe labels. Action: Commissioner Coleman made a motion that the Resource Conservation Commission recommends that City Council adopt the new gray water stub-out ordinance and related guidelines. Commissioner Vargas seconded the motion. The motion passed unanimously. 2. Renewal and Expansion of the RecyclinQ Market Development Zone Environmental Services Program Manager France stated that they are in the process of getting the Recycling Market Development Zone redesignated for another ten years, and in the process they are also expanding the boundaries to include all of southern San Diego County and all of Imperial County as part of the Recycling Market Development Zone. She added that they will be going to Council next RCC Minutes, 1/14/13, Page 2 of 3 Tuesday. France stated that the requested action had been amended by the Attorney because the Council does not have to adopt the amendment to the initial negative declaration, so ifs strictly an administrative addendum because they are only changing the boundary. She then responded to questions from the board. Action: Commissioner Kappes made a motion that the Resource Conservation Commission adopt the resolution supporting the renewal and expansion of the Recycling Market Development Zone; and authorize the Public Works Director or Designee to execute all documents and activities necessary to administer the RMDZ program. Commissioner Vargas seconded the motion. The motion passed unanimously. INFORMATION ITEMS 1. RCC Tree Plantino Date Options Conservation Associate Nicole Salem stated that ten trees are scheduled to be planted - nine in Cottonwood Park and one at the Animal Shelter. She listed some dates and times the students at McMillin Elementary School would be available to participate in the project. The final date will be determined based on the board's availability. 2. Eneroy Road Show Trailer Cory Downs stated that The California Center for Sustainable Energy had offered the City loan of a trailer that Conservation staff plans to use to promote existing energy efficiency programs. The trailer contains displays for various home energy use equipment. 3. Green Business ChallenQe Awards Martie Solomon stated that the Green Business Challenge was winding down and that there would be an awards ceremony for the program on Thursday, January 1ih at the San Diego Country Club. 4. Electric Vehicle Charoino Stations Cory Downs stated that Eco Tality, the lead vendor for the Department of Energy's EV Project, will be installing thirty-three stations in Chula Vista at five different sites. He said that the stations have the capacity to fully charge a vehicle in half an hour. The stations will be installed, operated, and maintained at no cost to the City, and installations are due to happen the first quarter of this year. Downs added that the City is in talks with Car to Go to bring that program to Chula Vista also. On a separate topic, Downs ended his presentation by adding that there would be an Energy Model Demonstration Home tour and light exchange at the Ash St. house on January 26th. He stated that this light exchange will be the last opportunity for residents throughout SDG&E's territory to exchange their standard bulbs. MANIAGERS COMMENTS Environmental Services Program Manager France discussed a proposal to move the RCC meetings to an earlier time period. The board discussed the issue and France stated that staff would bring back options to the next meeting. COMMISSIONER COMMENTS Commissioner Coleman stated that the Wildlife Advisory Group is now at the point where they are developing several Ad Hoc groups. He said that the first Working Group had met, and that they had looked at marine life habitat and water quality focus, as well as sea level rise. He added that they are several other Ad Hoc groups focused on various topics and that they will meet within the next few months. CHAIR COMMENTS Chair Rahimzadeh requested that the Commissioner Comments section be moved up in the next agenda. ADJOURNMENT: The meeting was adjourned at 5:30 p.m. to a regular meeting on Monday, February 11, 2013, at 4:00 pm in Executive Conference Room 103, Building 300, 276 Fourth Avenue, Chula Vista, CA 91910.
