MINUTES OF A SPECIAL MEETING OF THE
RESOURCE CONSERV A liON COMMISSION
November 5, 2012

MEETING CALLED TO ORDER: By Chair Rahimzadeh at 3:35 p.m.
ROLL CALL:
MEMBERS PRESENT:
Commissioners Coleman, Flores, Kappes, Romo, and
Chair Rahimzadeh
MEMBERS ABSENT:
Commissioner Vargas
MOTION TO EXCUSE:
Commissioner Vargas' absence was approved.
STAFF PRESENT:
Administrative Services Manager Beamon, Environmental
Resource Manager Reed, Environmental Services
Program Manager France, and Sr. Secretary Fields
OTHERS PRESENT:
None
APPROVAL OF MINUTES:
The Minutes of October 22, 2012 were approved.
ORAL COMMUNICATIONS:
Betsy Cory, a member of the Native Plant Society, invited
the Commission to a Fragrant Garden dedication
ceremony on November 19th. She added that the
centerpiece of the event will be a Blessing Ceremony by
an elder of the Native American community.
ACTION ITEMS:
1. Climate ChanQe ProQress Report (DRAFT)
Environmental Resource Manager Brendan Reed stated that this item will be going to
Council on December 11th. His six month update to the Board included information on
the overall implementation strategy. He also said that 95% of the 18 actions had been
completed, and that of the 57 components, only 3 remained on hold. Reed went on to
discuss the major highlights of the project and some of the individual measures that had
progressed since the last update. A question-and-answer session followed.
Action: Commissioner Romo made a motion that the Resource Conservation
-
Commission recommend that City Council accept the report. Commissioner
Flores seconded the motion. The motion passed unanimously.

2. Tire Enforcement Grant
Environmental Services Program Manager Lynn France stated that the County of San
Diego and the City of San Diego are the only two agencies that can do the enforcement,
and that the City of San Diego is the lead agency. She discussed that Chula Vista is
proposing to allow San Diego to manage enforcement on behalf of Chula Vista.
Action: Commissioner Romo made a motion that the Resource Conservation
Commission recommend that City Council authorize the submittal of the
CalRecycle Waste Tire Enforcement grant application in partnership with the
City of San Diego - Local Enforcement Agency, as the lead agency; and to
execute on behalf of Chula Vista all necessary applications, contracts, payment
requests, agreements and amendments for the purpose of securing the grant
funds and implementing the purpose of the grant, through June 30, 2017.
Commissioner Coleman seconded the motion. The motion passed
unanimously.
INFORMATION ITEMS
1. RCC Tree Plantino - Brendan Reed
The Parks Division will prep the area for the trees and the RCC and volunteers, who will
come from two area schools, will put the trees in the ground and do the staking. Timing
will be set for after the first of the year, and funding will come from RCC members.
2. SDG&E General Rate Case II Update - Brendan Reed
The City is still involved and is working with other parties on the settlement agreement.
3. September 29th - Household hazardous waste event wrap UP information - Lvnn France
10 students from the MAAC Project will be receiving laptops as a result of the
Electronics Waste Collection Program. This will be announced at Council on the 20th.
4. Dav without a Bao -Information update - Lvnn France
Libraries will be issuing books that day inside the bags, and grocery stores will also be
participating in various ways.
5. Beautifv Chula Vista -Information wrap UP - Lvnn France
Four thousand pounds of material was pulled out of Rice Canyon for a total of six
thousand pounds in all.
MANAGERS COMMENTS
Environmental Resource Manager Reed mentioned the subject of changing the meeting
time for the RCC. He suggested adding it as a discussion item on the next agenda.
COMMISSIONER COMMENTS
Commissioner Coleman stated that the last meeting for the Natural Resource Management
Plan for the Bayfront was cancelled, so there were no updates.
