CULTURAL ARTS COMMISSION
Meeting Minutes
Monday, November 5, 2012 Civic Center Branch Library
5:00 pm Conference Room

I. Cail to Order /Roll Call
Chair Gore called the meeting to order at 5:02 pm.
il. Approval of Minutes
Motion made by Commissioner Kulikowski and seconded by Commissioner
Camacho to approve the Minutes from the September 10, 2012 meeting. Motion
carried.
III. Old Business
A. Court House Arts Display Update (Gore)
Chair Gore stated that Commissioner Lappin removed her display of
artwork from the courthouse and discovered three pieces of work were
vandalized. He expressed concerns and will contact the courthouse about
the damage and see what can be done.
Vice-Chair A. Rodriguez asked about the status of the current display and
whether COTA (Collaborations of Teachers and Artists) had their work
displayed. Chair Gore replied that Don Johnson (South Bay Artists
Association) was not able to coordinate with Dennis Doyle (COTA) in time
for this exhibit.
Staff Liaison Loney distributed draft copies of the exhibit display
guidelines. These guidelines will be given to artists as a supplement to
the Courthouse document. The Commission's handout states that the
Commission is not responsible for the damage of the artwork.
Commissioner Camacho suggested the artwork be displayed higher on
the walls to prevent vandalism.
Commissioner Lappin thought the damage was done by a child since the
damage was done on a low level and agreed that it might help to have
artwork displayed at a higher level.
Vice-Chair A. Rodriguez stated that the artwork should be protected under
glass or other protective material
Staff Liaison Loney asked when the new exhibit will be displayed. She
reminded the Commissioners that they may apply for the Performing and
Visual Arts Grant next year for an art hanging system/protective display.
Chair Gore responded that Don Johnson began working on the new
exhibit today. The new exhibit will be displayed through December. He
requested Commissioners to look for ideas for display & protection, and
bring ideas to a future meeting.
Commissioner Lappin stated that communications was lacking between
the Commission and Sobart as to what exhibit is being put up or removed.
Vice-Chair A. Rodriguez echoed the same concern.
Commissioner Camacho stated that in order for this project to be
successful, the Commission needs to get more involved. She does not
feel that Don Johnson should be selecting all the artists and artwork
independently.
Vice Chair A. Rodrigues volunteered to assist Commissioner Camacho on
the next exhibit. She thinks it is important to continue our displays the
courthouse and does not want to lose the opportunity.
B. Cow Parade Information (A. Rodriguez)
Vice-Chair A. Rodriguez stated that this project is still in developmental
stage and will require a lot of work. It is a two to three year project. The
Cow Parade organizers want $2,000 to $4,000 per cow.
Staff Liaison Loney reported she contacted the Third Avenue Village
Association (TAVA) and the Otay Ranch Town Center and have not
received any responses.
IV. New Business -None
V. Library Staff Report
A. Staff Liaison Loney reminded the Commissioners to complete the
mandatory online Ethics Training. It is required every two years.
B. Performing & Visual Arts Grant 2013 -Revised Application Guidelines
The application will be posted on the Library's website from November to
mid-February.
The award guidelines were amended to regulate that no more than 15% of
grant awarded may be used for "prize money." The other amendment
requires that any applicant who lists a "partner" on the project description
must submit a letter of agreement from the partner as part of the
application packet.
C. Gayle McCandliss Award 2013
The application process will begin in early April 2013. The application is
open for juniors and seniors of high school. Awards may be granted up to
$500 per recipient.
There are three categories: (1) Literacy Award may be given to adult or
child (plaque and recognition); (2) Bravo Award is for service to the arts
(plaque and recognition); and (3) Rising Star Award is for high school
student (monetary award).
Staff Liaison Loney will publish press release, send letters to Principals of
local high schools, and post application online.
Chair Gore requested each Commissioner to make a commitment to
contact the each of the school's Principals directly. Vice-Chair A.
Rodriguez volunteered to contact Eastlake High School.
D. Art Display at the Funeraria Del Angel Humphrey Mortuary
They are interested in having artwork displayed at place of business in the
future. The manager stated he will be in contact in about six months.
Vl. Public Comments/Communications
A. Chair Gore stated that a local artist contacted him and would like to
donate a bronze statue to the Olympic Training Center. He presented the
letter to Mayor Cox at the First Friday Breakfast on November 2"d. The
statue is an image of a person, who had worked with athletes for many
years.
Vice-Chair A. Rodriguez inquired why the artist did not contact the
Olympic Training Center directly.
Commissioner Kulikowski asked whether the statue will be insured by the
artist, who will pay for the installation & maintenance, and what if the.
Olympic Training Center does not want the statue.
Chair Gore stated that the statue may be displayed elsewhere in the City.
He stated that the artist has statues in Seattle, Mexico and other locations.
The artist will be responsible for the cost of installation.
Staff Liaison Loney reminded the Commission that this is an "informational
only" item. The decision to accept or decline the donation is at the City
Council's discretion.
Commissioner Kulikowski commented that during the Centennial year of
her previous agency, everyone wanted to donate something to their city.
The ideas were great, but it was not that simple. The city could not take
any gifts in which they would be responsible to maintain.
Staff Liaison Loney stated that if the statue is accepted by the Olympic
Training Center, the City of Chula Vista will have nothing to do with it.
Commissioner Lappin stated that she is familiar with the artist and the
person depicted on his statue. He was a spiritual teacher and had a
powerful following by his disciples, who were dedicated to a very narrow
degree. Commissioner Lappin stated that she felt uncomfortable with
endorsing the piece.
B. Commissioner Lappin asked for status report on a Cultural Arts
Commission website. Staff Liaison Loney stated that she spoke with the
City's webmaster. The webmaster confirmed that she can create a page
for the Commission, but all announcements must be coordinated through
staff.
C. Commissioner Camacho shared information on event by the New York
Foundation for the Arts.
D. Chair Gore distributed name tags to Commissioners which he generously
paid for.
VII. Adjournment
Meeting was adjourned at 6:12 p.m. by Chair Gore.
The next meeting of the Cultural Arts Commission is scheduled for Monday,
January 14, 2013 at 5:00 pm at the Civic Center Branch Library, located at
365 F Street, Chula Vista.
