CULTURAL ARTS COMMISSION
Meeting Minutes
Monday, September 10, 2012 Civic Center Branch Library
5:00 pm Conference Room
Commissioners Present: Chair Gore; Vice-Chair A. Rodriguez; Commissioners
Camacho, Kulikowski, Lappin, and J. Rodriguez
Commissioners Absent: Commissioner Attisha - unexcused

I. Call to Order /Roll Call
Chair Gore called the meeting to order at 5:03 pm.
II. Approval of Minutes
Motion made by Commissioner A. Rodriguez and seconded by Commissioner
Lappin to approve the Minutes from the July 9, 2012 meeting. Motion carried.
III. Old Business
A. Court House Arts Display Update (Gore/Lappin)
Chair Gore commended Commissioner Lappin for doing a phenomenal job
displaying her artwork for the past three months. Chair Gore expressed
appreciation to Don Johnson for his assistance.
Vice-Chair A. Rodriguez inquired whether there could be a link on the Library's
website to Commissioner Lappin's site so that everyone can view her work.
Mr. Don Johnson, representing the South Bayfront Artists Association introduced
himself. He informed the Commission that he has been working on the next
group of displays, which will include some work from kids and four or five other
artists displaying works of quilts, water colors, etc. His hope is to have local
artwork with a Native American theme.

Mr. Ernest Saenz, representing Trinidy Incorporated inquired how local artists
would get information on how to display their work at the courthouse. He stated
that he is a local artist and know of many local artists, but have not heard
anything about this opportunity.
Mr. Johnson stated that they will have a call for all artists at the. Harbor Days
event.
Vice-Chair A. Rodriguez stated that this project is just beginning to roll out. The
Gommission is still working on guidelines on how to advertise this project.
Commissioner Kulikowski asked how the community would be informed of the
display.
Chair Gore stated that all ideas and suggestions and welcomed since the
Commission is just working out the details. Chair Gore asked if the Commission
has access to the City's website in order to publicize this project.
Staff Liaison Loney replied that any information listed must be endorsed by the
Commission in order to be placed on City's website, especially since the
courthouse is not a City building.
Commissioner Camacho suggested that one or two Commissioners should work
with Sobart and preview the work prior to being displayed. Commissioner
Camacho and Vice-Chair A. Rodriguez agreed to be co-coordinators for the next
exhibit.
Commissioner Lappin informed the group that her work will be removed by
September 17tH
Commissioner J. Rodriguez asked if the Commission has an application or
process in place for an artist to request to have work displayed.
Staff Liaison Loney volunteered to take the South Chula Vista Library display
policy and revise it to use for the courthouse project. It will be a supplemental
form to the courthouse application.
Mr. Dennis Doyle, Executive Director of Collaboration: Teachers & Artists
(COTA) informed the Commission that he works with a group of artists who have
trained groups of teachers who work kids to do project-based units. The kids
create artwork to represent what they have learned. The children's artwork is
displayed at the South Chula Vista Branch Library annually. The exhibit is up for
approximately three months. There is aself-guided map to go through tour.
Mr. Saenz asked the Commission for assistance in locating a permanent space
to display work of local artists.

Staff Liaison Loney suggested that Mr. Saenz may be able to display some art at
the South Chula Vista Branch Library for a period of time. However,, the City
does not have any buildings to offer for permanent use. She also suggested that
perhaps Mr. Saenz can contact the Third Avenue Village Association (TAVA).
B. Cow Parade Information (A. Rodriguez)
Vice-Chair A. Rodriguez reported that she contacted the company that does the
cow parade. They informed her that we will need a corporate sponsor(s) for
approximately $100,000. They recommended 30-50 cows. The most recent
auction in Houston raised $1 million.
Commissioner Kulikowski stated that she is familiar with the project which started
in Chicago and wonders if the City of Chula Vista is ready for such a project.
She expressed concerns for the financial commitment.
Staff Liaison Loney suggested to the Commission to bring the idea to the City
Council to get direction of whether the Council will support such a project.
Vice-Chair A. Rodriguez suggested the Commission should try to secure
corporate sponsors first.
Chair Gore made a motion to analyze the project to see if it is financially feasible
and bring the item back to the Commission at the November meeting.
Commissioner Camacho seconded the motion. Motion carried.
IV. New Business
A. Introduction of New Commission Members
Ms. Muriel Kulikowski and Ms. Jennifer Rodriguez presented self-
introductions and was welcomed by the Commission.
B. September 2012 as Arts Month Chula Vista
Staff Liaison Loney informed the Commission that Chair Gore was presented
a proclamation at the August 7th City Council meeting.
C. November Meeting Date Change
The next regularly scheduled meeting is on November 21St, which is Veteran's
Day (City holiday). The Commission agreed to reschedule the meeting to
November 5th.

V. Library Staff Report
A. Performing & Visual Arts Grant - 2013
Staff Liaison Loney stated that she will start revising the application guidelines
in November. One current year recipient was asked not to use the grant as
"prize money"; however, the guidelines do not specify it. Revised draft
guidelines will be brought to the November meeting.
B. Gayle McCandliss Arts Awards -Presented July 17, 2012
This year's recipient was presented the Rising Star award at July 17th City
Council meeting.
VI. Public Comments/Communications
A. Review of Application by Commissioner Katarzyna Lappin to exhibit at the
South Chula Vista Library Galleria.
Motion made by Chair Gore and seconded by Vice-Chair A. Rodriguez to
approve Commissioner Lappin's application. The display dates will be
determined by the Branch Manager at the South Chula Vista Branch Library.
B. Commissioner J. Rodriguez asked if the Commission has a website.
Staff Liaison Loney replied that the Commission does not currently have a
website and will ask the Mayor's Office and the City's Webmaster if the
Commission can have one.
VII. Adjournment
Meeting was adjourned at 6:37 p.m. by Chair Gore.
The next meeting of the Cultural Arts Commission is scheduled for Monday,
November 5, 2012 at 5:00 pm at the Civic Center Branch Library, located at
365 F Street, Chula Vista.
