CALL TO ORDER /ROLL CALL
Chair Young called the meeting to order at 4:02 p.m.
I. APPROVAL OF MINUTES
Motion made by Trustee Riggs and seconded by Trustee Mellor to approve the
meeting minutes from June 20, 2012. Motion carried.
II. NEW BUSINESS
A. Election for Chair and Vice-Chair for FY-13
Chair Young requested nominations for Chair & Chair-Vice.
1) Trustee Riggs nominated Brian Young for Chair. Trustee Balnis seconded the
nomination. Motion carried to elect Brian Young as Chair for FY-13.
2) Chair Young nominated Angela Riggs'Ifor Vice=Chair. Trustee Mellor seconded
the nomination. Motion carried to elect Angela Riggs as Vice-Chair for FY-13.
B. Election for CVPL Foundation Liaison/Member
1) Chair Ybiang nominated James Balnis for Liaison to the CVPL Foundation.
Trustee Riggs seconded the nomination. Motion carried to elect James Balnis as
the Liaison to the CVPL Foundation for FY-13.
Trustee Balnis expressed concerns with becoming a voting member of the CVPL
Foundation. The CVPL Foundation is revising their bylaws and inviting a
representative from the Board of Library Trustees to become a Director on the
Foundation (with voting rights.)

Chair Young will attend the September Foundation meeting and will seek
recommendation from the City Attorney's office on whether there are any conflicts of
interest for a Library Trustee to also be a voting member of the CVPL Foundation.
Trustee Balnis will continue as Liaison to the Foundation and the Board may vote at
the September meeting for a Member of the Foundation.
C. Report of Proposed Consolidation of Library and Recreation
1) The Board discussed the letter from Chair Young to City Manager Sandoval
dated July 11, 2012 and the City Manager's response letter dated July 16, 2012
(copies attached). The Board felt it was unclear after the City Council meeting of
June 28`" whether the Library and Recreation Departments were merged.
Director Waznis informed the Board that due to a schedule conflict, City Manager
Sandoval was not able to attend the Board's meeting this evening. Director
Waznis stated that the departments are not officially merged as one department.
However, City Council requested a report in six months on the feasibility of the
merger.
The Board agreed that the City Council direction and evaluation process is vague
and Trustees do not understand their role during this 6-month review period.
How will the feedback from the Board of Library Trustees, the Friends of the
Chula Vista Library and the Chula Vista Public Library Foundation be reviewed?
It is also unclear how public input will be received by the City Manager and City
Council.
Chair Young will draft another letter on behalf of the Board of Library Trustees
with additional questions & concerns. The Board would also like to invite City
Manager Sandoval to the next Board meeting scheduled for August 15, 2012.
Director Waznis informed the Board that the Parks arid Recreation Commission
meeting is scheduled for tomorrow, July 19l" at 6:30 p.m. Library Trustees are
welcome to attend the meeting as members of the public. Chair Young stated he
will attend the Parks and Recreation Commission meeting.
Trustee Balnis requested Chair Young to include questions regarding the
evaluation process and the criteria for measurement of success and/or failure in
the letter to the City Manager.
Trustee Mellor requested questions on timelines and benchmarks as the City
moves forward with the process.
Director Waznis stated that she will be meeting with all recreation center staff to
ensure additional hours of service. Recreation staff be monitoring the usage at
each center. Director Waznis will work with staff to implement changes that will
be good improvements no matter what the future brings.

2) Inviting Public Comment on Consolidation and Impacts
Shauna Stokes, President of the Friends of the Chula Vista Library thanked the
Board for inviting her to the meeting. Ms. Stokes stated that she spoke at the
City Council meeting on behalf of the Friends and opposed the merger. The
Friends share many of the same concerns as the Board of Library Trustees. The
Friends would like to be involved in providing feedback to the City Manager and
City Council.
D. Change of Location for August 15, 2012 Meeting to Otay Ranch Branch Library
The Board members agreed to meet at the Otay Ranch Branch. Notice of location
change will be posted at both library locations.
III. OLD BUSINESS -NONE
IV. LIBRARY DIRECTOR'S REPORT
A. Library and Recreation Merger Update
Director Waznis is in the Recreation Office on Tuesdays & Thursdays working with
staff to implement additional hours at the recreation centers.
B. Department Budget Update
The department's biggest concern is the reduction of the book budget. Some funds
have been rolled over from last year from the State. The Friends and Foundation are
continuing to support the department.
C. Otay Ranch Branch Library Update
1) Statistics on New Cards Issued, Checkouts & Program Attendance
Director Waznis shared statistical information from 2009 to 2012. In almost
every case, numbers have gone up.
2) Staffing -The staffing rotation at the Otay Ranch Branch has been working well.
D. Library Programs and Events Update
1) Summer Reading Program - 4,340 people participated in this year's program
with a total of 21,061 hours read.
2) School Lunch Program -Staff served approximately 2,640 lunches over one
month's time.
3) Museum Exhibit -Opening event was a success. Jean Houston, author of
Farewell to Manzanar will be speaking here on October 10`h.

4) Campaign for Grade Level Reading
City of Chula Vista did not win. However, we have created great new
partnerships through cooperation with other agencies on this campaign. Baskets
of books are at local businesses to promote reading.

E. Board Comments
1) Trustee Mellor attended the American Library Association Conference and
shared information with the Board. Trustee Mellor brought back copies of the
"Library Advocate's Handbook" and information on a six-week free online training
(Turning the Page 2.0 - A Personalized Advocacy Training.)
Trustee Balnis will contact PLA to get more information on the training and find
out if the training can be completed over more than six weeks.
ADJOURNMENT
Meeting was adjourned by Chair Young at 5:48 p.m.
