HomeMy WebLinkAboutReso 1964-3362 RESOLUTION N0. 3362 _~ RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA DECLARING THAT COMPETITIVE BIDDING ON CERTAIN ITEMS FOR THE CORPORATION YARD IS IMPRACTICAL AND THAT THE PURCHASE OF CERTAIN ITEMS OF PERSONALTY IS OF URGENT NECESSITY FOR PRESERVATION OF LIFE, HEALTH AND PROPERTY The City Council of the City of Chula Vista does resolve as follows: 1. The City Council finds that it is necessary and proper to purchase the following items of personal property to be installed in, or used in connection with, the new Corporation Yard, a list of which is attached hereto, marked Exhibit "A" and incorporated herein by this reference thereto. 2. The City Council finds and determines that competitive bidding for said items is impractical for the following reasons: (a) Said items need to be installed prior to the comple- tion of the Corporation Yard and at such time as to not inter- fere with the prime contractor in its construction. (b) The procedure and routine established by the Ordi- nances of the City of Chula Vista for competitive bidding would delay the acquisition of said items and would interfere with the work of the prime contractor. (c) Should the work of the prime contractor be inter- fered with and/or delayed, it is probable that because of the time within which the City must vacate the present Corporation Yard that there might be a hiatus, suspension or interruption of the work of the Corporation Yard, including various City maintenance and construction crews, thus resulting in a loss of life, health and property. (d) As a practical matter, the City is receiving informal bids from wholesalers and will base its purchase contract upon such bids and will save money by dealing directly with such wholesalers. 3. The City Council finds that the acquisition and installation of the said items referred to in Exhibit "A" is of urgent necessity for the preservation of life, health or property for the reasons set forth in Paragraph 2 above.
