In this regard. the Council will recall. that the tentative map was
considered by the Planning Commission at their meeting of March 2.
1964. after which the Commission recommended approval. subject to
twenty conditions. At the staff meetina of h`:onday, March 16, we dis-
cussed this matter in the Hope of providing some reasonable guidance
for the Council as to an equitable solution to the problem. As a re-
sult. we would offer the following for consideration by the Council:
',Mork to be accomplished by the Subdivider on Orange Avenue -
100 foot right of way acquisition ~ $38,000.00
Grading of right of way - $44,000.00.
Installation of curb. gutter and sidewalk and 28 foot
of paving along commercial frontage - $8.400.00.
$3.200.00.
Sidewalk, curb and gutter on north side ®f Orange Avenue -
Temporary paving 28 foot width across freeway - $13.0®0.0®.
Total - $106.6®m.00.
Work to be accomplished by the City -
Completion of the remaining p®rtions ®f the street im-
provement - estimated cost - $114,000.40.

Avenue for t..ose properties frontino on the street, it seemed logical
and proper for the City to participate in the project. T!~e City's por-
t'_on of t..e improvement would be accomplished at a future date, as a
Gas Tax project, at the time increased traffic warrants t:~e expense.

CALIFORNU
The tentative map of the Princess City Subdivision was considered at the Planning
Commission meeting held Monday, March 2, 1964.
The Commission recommends approval subject to the following conditions:
1. The subdivider shall work with the Chula Vista School District and the Depart-
ment of Planning to assure that an adequate elementary school site can be provided
which will relate to that portion of the subdivision east of the proposed 241
Freeway.
2. Lot 140 on the tentative map shall be reserved for a neighborhood shopping
center.
3. Provisions for realignment of the existing 68,000 volt electrical transmission
line crossing the subdivision shall be coordinated with both the City and the
San Diego Gas and Electric Company.
4. Realignment of Monserate Avenue across the main San Diego Gas and Electric
Company's right-of-way shall be approved by both the City and the San Diego Gas and
Electric Company.
5. Orange Avenue be improved by the developer as follows:
'.a) Dedication and grading of the entire right-of-way.
(b) Temporary paving shall be provided, the type subject to City Engineering
Department approval, of not more than two-lane width (32 feet) and future
improvement of Orange Avenue to full width shall be done by the City.
(c) Adequate temporary drainage shall be provided within the street
right-of-way.

(d) Orange Avenue in front of the proposed shopping center shall be fully
improved with sidewalk, curb, gutter and paving.
(e) A temporary asphalt walkway shall be provided along Orange Avenue.
(f) A six (6) foot high wooden fence, the type to be approved by the Director
of Planning shall be constructed on the rear property lines of those resi-
dential lots along Orange Avenue.
6. The name of the subdivision be changed from "Princess City" to "Princess
Manor."
7. Disposal of sewage through the Max Avenue pump station shall be regarded as
a temporary arrangement. Adequate assurances that the subdivision shall be
served by the ultimate gravity system within a three year maximum time shall be
provided in the form required by the City Council.
8. Provisions for storm runoff are specifically not approved. Such facilities are
subject to further detailed review and approval of the City Engineer.
9. Eight-inch curb shall be used in locations as determined by the City Engineer.
10. Specify 52 foot width sidewalk on 60 foot width streets.
11. Provide letter of release from various utility companies or show standard rear
lot utility easements.
12. Sewer sizes subject to final approval by the City Engineer.
13. Provide temporary cul-de-sac at southerly end of "E" Street.
14. Subdivider shall provide all necessary offsite right-of-way and easements in
the name of the City of Chula Vista.
15. Offsite portion of Monserate Avenue shall be fully improved to same standards
as on-site portions.
16. Detailed grading plans shall be submitted and evidence of having obtained all
necessary easements, slope rights, or rights to work upon adjacent property shall
be submitted prior to doing work upon such adjacent property.
17. Temporary surfacing across the freeway right-of-way shall extend from the
east line of Melrose Avenue to the west line of "K" Street. Melrose Avenue from
Orange to Monserate shall be constructed complete in all respects, at such time
as it is deemed necessary by the City Engineer in the logical development of the
units within this subdivision.
18. Curvilinear sewer alignments shall be used on all curves having 150 foot
radius or more.
19. It is suggested that lots along the subdivision boundary, which are unusual
in shape or size be eliminated as building sites and held for future development

in conjunction with adjacent property, so as to provide a minimum number of
undesirable lots.
20. Freeway right-of-way requirements appear compatible with State needs as
determined at this time. Subdivider shall provide evidence of conformity with
such needs in detailed form, concurrently with submission of final map(s).
The vote for approval was unanimous except on Condition No. 5. The vote here was
five to one with Chairman Stevenson dissenting. Member Johnson was absent.
