CALL TO ORDER

PLEDGE OF ALLEGIANCE TO THE FLAG
1. APPROVAL OF MINUTES: The February amended minutes were approved by Stephen
Sprenkle, seconded by Terry Jensen and approved unanimously.
2. ACTION ITEMS:
Veteran of the Year- One nomination for next year's VOY has been submitted for Tony
Stewart.
Veterans Home report- Gene Pellerin stated within the last 60-90 days the number of
residents has increased by over 300 residents.
Gene Pellerin is to email flyer for the upcoming golf tournament, which is set for May Stn
Virgil Whitehead added that the Wounded warriors are to attend the golf tournament.
City of Chula Vista DVBE procurement policy- Capt. Gary Ficacci is currently working
with the City Attorney's office regarding the details on how to push the policy forward;
will have an update at next meeting.
Apple Store robbery: Capt. Gary Ficacci discussed the attempt robbery, which occurred
at the Otay Ranch Shopping Center.
Veterans organizations activities/programs-Virgil Whitehead thanked Leroy Acosta and
his wife for attending the meeting and stated Leroy has been a keynote speaker for 3 of
the Veterans benefit seminars. The next Veterans Benefit Seminar is scheduled for May
15, 2011 at 1:OOpm at Southwestern College. Leroy Acosta prepared a news release for
the seminar and asked to get the word out. Leroy Acosta also thanked the Veterans
Advisory Commission for the nomination and subsequent selection of Veteran of the
Year.
AB 201 would authorize Superior Courts to develop Veterans Courts as we have
• accomplished in San Diego. ASM Mary Salas had previously AB 1925 approved but was
vetoed by the Governor who said Superior Courts already have the authorization to
establish such courts.
AB 487 Veterans Home Bill would restore the cap on the fees and charges for residents.
The maximum would be $3,750 per month for skilled nursing.
• Applications for residency are being accepted for the Veteran Homes at West LA, Chula
Vista and Barstow.
Southern California's Military Talk show commenced Sunday morning on March 4, 2011.
Station is AM 1000 KCEO. Jimmy Valentine and Rick Rogers will emcee. Rick Rogers
encourage to call in and ask questions.
Reminder, there is a new donation block on your tax return for Veterans homes.
Navy Veterans Day at Marriott Resort in Coronado on March 27, 2011 was well
attended.
Help is needed in finding homeless Veterans places to live, even temporary.
Midway Museum is requesting volunteers. Must make a monthly commitment.
Stand down is set for July 15-17, 2011.
New parking lot construction at VA Hospital will get underway June 2011.
VA is working on a new domiciliary for downtown San Diego for homeless Veterans.
Vet Village is doing a fundraiser in selling pavers at $500 for 8" x 6" and $100 for 4" x 8".
• John Smith funeral services on April 14, 2011 was well done and well attended.
American Legion is requesting donated cell phones.
Veterans Home Founders Day is May 21, 2011. Virgil Whitehead made a motion for the
VAC to have a canopy at the Veterans Home Founders Day event. The motion was
seconded by Gene Pellerin and approved by all.
The following businesses are offering discounts for personnel with military ID card:
Applebees, Barnes 8~ Noble, Home Depot, Lowes, Best Western, Budget Car Rental,
Hertz, Carls Jr, Wendy's, IHOP, Chick-Fil-A, Days Inn, Disneyland, Sea World, Dunkin
Donuts, Golden Corral, Verizon, Jiffy Lube, KFC, Pep Boys, Macy's, Regal movies,
Southwest Air, Toyota, Panda Express, Sizzler, Pizza Hut, Travel Lodge, Denny's and
Walgreens.
City's Policy on hiring Vets- Capt. Gary Ficacci stated, according to the Civil Service
rules, in every open, competitive examination, Civil Service Commission will give a credit
of 5% and additional credit will be given to veterans with disabilities. The Human
Resources policy is available online on the City's website.
Libray update- No Update.
Veteran Advisory Commission Elections-Terry Jensen nominated Gene Pellerin for
Chair and Gene Pellerin nominated Keith Blum for Vice-Chair. Terry Jensen made a
motion to elect Gene Pellerin as Chair and Keith Blum as Vice-Chair. Steve Sprenkle
seconded the motion and all approved it.
Keith Blum requested all VAC highlights/important points of events to be submitted to
him by May 10, 2011. The information is due to the City by May 15, 2011.

The meeting adjourned at 7:00 PM. The Veterans Advisory Commission will have the
next regular meeting on Tuesday, May 17, 2011 at the Chula Vista Veterans' Home, 700 E.
Naples Court.
