MINUTES OF A REGULAR MEETING OF THE
RESOURCE CONSERVATION COMMISSION
MEETING CALLED TO ORDER: By Chair Stillman at 4:04 p.m.

Emily Young from the San Diego Foundation
Requests for excused absences for Commissioners
Rahimzadeh and Ulloa for the RCC meeting of August 10,
2009 were approved.
Emily Young from the San Diego Foundation gave a presentation on the Regional Focus
2050 Study, which looked at what the potential threats might be in the future regarding
climate change in our region, and what we can do about it. She discussed the need to
manage impacts of climate change at the local level and talked about how Chula Vista was
uniquely at risk due to the diversity of the area and the huge temperature gradient in the
area. She also talked about ways local governments could identify and address areas of
risk.
ACTION ITEMS
2. Climate Measures 12-month Progress Report
Environmental Resource Manager Reed gave the presentation. He stated that it is
• projected that climate changes will occur, and that there is an emerging focus on how cities
will adapt to this new reality. The report highlights vulnerability or risk, and looks at ways to
reduce costs in the future. Staff is proposing through this roadmap that, similar to the 7

• Climate Measures that were recently adapted, they would be developing the climate
change adaptation strategy through acommunity-based planning process. The major
focus of this planning process would be to help determine the greatest risks and
vulnerabilities to our city, and to prioritize those in the process. Staff is suggesting that we
use the reconvened Climate Change Working Group as the conduit for the public
participation. The group would be charged with assessing and then selecting a list of
recommended adaptation policies and programs to take to Council for consideration.
ACTION: Chair Stillman made a motion to accept the Climate Adaptation Planning
Roadmap and ask Council to direct staff to proceed forward on this study and
return to them with a strategy for Climate Adaptation measures. No second
was called. The motion passed unanimously.
3. 2008 Greenhouse Gas Emissions Inventory Report
Environmental Resource Manager Reed gave the presentation highlighting the major
findings of the report. The City has been conducting greenhouse gas inventories over the
years to identify greenhouse gas sources and to quantify them. The City, in the mid
1990's, made a commitment to reduce its greenhouse gas emissions 20% below 1990
levels by 2010. He briefly discussed some of the sources of greenhouse gas emissions at
the local level, and how emissions are calculated. He also talked about the next steps in
the process.
. ACTION: Chair Stillman made a motion that the Resource Conservation Commission
accept the 2008 Greenhouse Gas Emissions Inventory Report and
recommend that it be presented to Council, and that they also accept it.
Commissioner Cory seconded the motion. The motion passed unanimously.
DIRECTOR OF CONSERVATION AND ENVIRONMENTAL SERVICES COMMENTS
1. Conservation and Environmental Services Director Meacham introduced new RCC
Member, Derek Turbide.
2. Director Meacham announced that the power lines on the bayfront would soon be taken
down.
CHAIR COMMENTS
Chair Stillman stated that she hoped to arrange a time to do a presentation on the status of the
historic preservation process and the inventory, so that the commissions could have a full
review. She stated that because of the decline in property values and Chula Vista's city budget
limitations, we are in danger of the loss of certain historic properties.
COMMISSIONER COMMENTS
Vice Chair Gilgun thanked Director Meacham and the Mayor for attending the Regional Water
Quality Board meeting the previous week.
