HomeMy WebLinkAbout2009-09-28 RCC MIN • MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION September 28, 2009 City of Chula Vista, Council Chambers 276 Fourth Avenue MEETING CALLED TO ORDER: By Chair Stillman at 4:04 p.m. ROLL CALL: MEMBERS PRESENT: Chair Stillman, Vice Chair Gilgun, Commissioners Cory, Rahimzadeh, and Turbide MEMBERS ABSENT: Ulloa STAFF PRESENT: Conservation 8~ Environmental Services Director Meacham, Environmental Resource Manager Reed, Sr. Secretary Fields OTHERS PRESENT: None • MOTION TO EXCUSE: None APPROVAL OF MINUTES: July 13, 2009 Minutes were approved unanimously ORAL COMMUNICATIONS: None INFORMATION ITEMS: None ACTION ITEMS 1. Election of RCC Chair and Vice-Chair for Fiscal Year 2009/2010 ACTION: Georgie Stillman and Lynda Gilgun were unanimously re-elected Chair and Vice Chair of the RCC, respectively. 2. Draft Business Assessment Ordinance Environmental Resouce Manager Reed gave a brief presentation updating the board on the status of the Business Energy Assessment Program and discussed some of the details of the program, as well as feedback received from stakeholders. He stated that staff was working on developing a new name for the program and that a webpage was being • developed for the businesses which would contain an on-line appointment calendar. Manager Reed and Director Meacham then responded to questions from the board regarding the program. RCC Minutes, 9/28/09, Page 1 of 3 ACTION: Commissioner Cory made a motion to recommend Council approve the new Ordinance. Commissioner Rahimzadeh seconded the motion. The motion passed unanimously. 3. Draft Landscape Water Conservation Ordinance -see previously typed notes Director Meacham spoke on the state of California's requirement that communities move forward in creating this ordinance, and that they have provided some direction for doing so. He discussed the time frame that it takes to process a new ordinance and expressed the importance of the board getting involved in these policy activities at the early stage. He stated that it was his hope that the board would accept the report and make some recommendations, after which, staff would bring back a more polished version. Manager Reed talked about some of the details of the proposals in the working draft and answered questions from the board. ACTION: Chair Stillman made a motion to accept the Landscape Water Conservation Ordinance draft for review and to come back by October 12, 2009 with comments and suggestions to make it better before sending in on to Council. Commissioner Cory seconded the motion. The motion passed unanimously. DIRECTOR OF CONSERVATION AND ENVIRONMENTAL SERVICES COMMENTS . 1. Building Code update -The Building Ordinance will be going back to Council on October 20th for their review and potential adoption. 2. Climate Change Working Group - We are working on gathering potential committee members. Per the RCC's suggestion, the group will optionally meet on the fourth Monday of the month. 3. Water Conservation Rebates -The Metropolitan Water District and area agencies have updated their websites and provided new rebate information. We wanted to make the commissioners aware in order to assist in getting the word out to the public. 4. Free Business Direct Install Energy Program -Director Meacham spoke briefly on program flyers that had been distributed on the dais detailing various energy programs available. CHAIR COMMENTS None COMMISSIONER COMMENTS Commissioner Turbide mentioned that he anticipated being absent for the October 26th RCC meeting. ADJOURNMENT: The meeting was adjourned at 5:46 p.m. to a regular meeting on Monday, October 12, 2009, at 4:00 pm in Council Chambers, 276 Fourth Avenue, Chula Vista, CA 91910.
