HomeMy WebLinkAbout2009-10-12 RCC MIN• MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION October 12, 2009 City of Chula Vista, Council Chambers 276 Fourth Avenue MEETING CALLED TO ORDER: By Chair Stillman at 4:03 p.m. ROLL CALL: MEMBERS PRESENT: Chair Stillman, Vice Chair Gilgun, Commissioners Cory, Rahimzadeh, Turbide, and Ulloa MEMBERS ABSENT: None • • STAFF PRESENT: Conservation & Environmental Services Director Meacham, Environmental Resource Manager Reed, Recycling Specialist Medrano, Principal Planner Lundstedt, Associate Planner Laube, Sr. Secretary Fields MOTION TO EXCUSE: None OTHERS PRESENT: None APPROVAL OF MINUTES: None ORAL COMMUNICATIONS: None INFORMATION ITEMS: 1. Recycling Specialist Manuel Medrano talked about the Beautify Chula Vista Day event being held on October 17th at Memorial Bowl/Park. He stated that over 900 volunteers had signed up for the event, forming more than 35 teams that will be working to clean up the city's Westside. 2. Recycling Specialist Medrano also stated that the City of Imperial Beach and National City had joined the City of Chula Vista to provide an electronic and universal waste collection event on October 24th at the Imperial Beach Civic Center. He stated that they will be accepting a variety of household electronics. He added that the event is being completely funded with grant money. RCC Minutes, 10/12/09, Page 1 of 2 • ACTION ITEMS 1. Updates to the Chula Vista Air Quality Improvement Plan Guidelines (PCM-09-023) Principal Planner Lundstedt introduced Associate Planner Laube who gave the presentation. He discussed what an AQUIP is, when one is required, why the update is necessary, and gave a general overview of the guidelines. He also went over the next steps in the process and then responded to questions from the board. ACTION: Commissioner Cory made a motion that the Resource Conservation Commission recommend that the Planning Commission approve the updates to the City of Chula Vista Air Quality Improvement Plan Guidelines (PCM-09- 023). Vice Chair Gilgun seconded the motion. The motion passed unanimously. DIRECTOR OF CONSERVATION AND ENVIRONMENTAL SERVICES COMMENTS Director Meacham presented new logo samples for the new Home Upgrade/Carbon Downgrade program and the Business program, and the board gave their input on which ones they preferred. CHAIR COMMENTS Chair Stillman discussed a Chamber of Commerce event she had attended where the Business • Energy program had been discussed. She suggested a possible joint meeting with their group as another opportunity to connect with them. COMMISSIONER COMMENTS Commissioner Turbide asked regarding the draft Landscape Water Conservation regulations whether it was required only for new developments. Director Meacham responded affirmatively, and stated that it also applied to remodels over a certain size. Commissioner Turbide also asked if planting plans and irrigation plans needed to be stamped by a Civil Engineer or licensed Landscape Architect, and if that was standard. Director Meacham responded that he was not sure if they currently were required to be stamped or not, but that he did know that they were required to provide a plan. Chair Stillman stated that the board had an opportunity to take another look at the water ordinance and to provide more input. Director Meacham and board members had a brief discussion on alternative fuel vehicles Chair Stillman announced the resignation of Commissioner Mosolgo from the board.
