HomeMy WebLinkAbout2009-12-14 RCC MIN• MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION December 14, 2009 City of Chula Vista, Council Chambers 276 Fourth Avenue MEETING CALLED TO ORDER: By Chair Stillman at 4:09 p.m. ROLL CALL: MEMBERS PRESENT: Chair Stillman, Vice Chair Gilgun, Commissioners Cory, Rahimzadeh, and Ulloa MEMBERS ABSENT: Turbide (excused) • U STAFF PRESENT: Conservation & Environmental Services Director Meacham, Environmental Resource Manager Reed, Sr. Secretary Fields OTHERS PRESENT: None MOTION TO EXCUSE: None APPROVAL OF MINUTES: None ORAL COMMUNICATIONS: None INFORMATION ITEMS: None ACTION ITEMS: 1. Selection of a new RAC representative and alternate Vice Chair Gilgun spoke about the functions of the Redevelopment Advisory Committee (RAC), and Chair Stillman added comments about the important nature of the work the RAC does. Commissioner Cory nominated herself to continue as the alternate to the RAC, and Chair Stillman stated that she was willing to be the primary delegate. ACTION: Commissioner Ulloa made a motion that the Resource Conservation Commission delegate Chair Stillman and Commissioner Cory as primary and alternate representatives to the RAC, respectively. Commissioner Gilgun seconded the motion. The motion passed unanimously. RCC Minutes, 12/14/09, Page 1 of 3 • 2. 2010-2012 SDG&E Local Government Partnership Environmental Resource Manager Reed gave a presentation on details of the partnership and the four main components of the program: 1) Municipal Facilities Efficiency Improvements, 2) Empower Chula Vista Outreach Program, 3) Sustainable Communities Program, and 4) Energy-Efficient Economic Development Initiative. The board discussed the program. Manager Reed and Director Meacham responded to questions. ACTION: Chair Stillman made a motion that the Resource Conservation Commission recommend that the City Council accept the 2010-2012 SDG&E Local Government Partnership plan. Commissioner Rahimzadeh seconded the motion. The motion passed unanimously. 3. CaIFIRST Program Report Environmental Resource Manager Reed gave a presentation on the property assessed municipal financing program, and discussed the benefits of the program. He and Director Meacham then responded to questions from the board. ACTION: Chair Stillman made a motion that the Resource Conservation Commission recommend that the City Council authorize the City to join the CaIFIRST • Program. Commissioner Ulloa seconded the motion. The motion passed unanimously. DIRECTOR OF CONSERVATION AND ENVIRONMENTAL SERVICES COMMENTS Director Meacham briefly discussed the following items: • The City solar project will go to Council on January 5'h, 2010. • The NexHorizon franchise termination • The City's alternative power plant site CHAIR COMMENTS None COMMISSIONER COMMENTS Commissioner Cory mentioned that the City's centennial was coming up and that she wanted to make sure that our environmental projects get highlighted in that. Commissioner Gilgun stated that the Climate Change Working Group had met last week for their inaugural meeting, and that it had been very positive.
