HomeMy WebLinkAbout2010-1-11 RCC MIN MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION January 11, 2010 City of Chula Vista, Council Chambers 276 Fourth Avenue MEETING CALLED TO ORDER: By Chair Stillman at 4:05 p.m. ROLL CALL: MEMBERS PRESENT: Chair Stillman, Vice Chair Gilgun, Commissioners Rahimzadeh, and Turbide MEMBERS ABSENT: Commissioners Cory and Ulloa request excused absences • n U STAFF PRESENT: Conservation & Environmental Services Director Meacham, Associate Planner Laube, Principal Planner Lundstedt, Sr. Secretary Fields OTHERS PRESENT: None MOTION TO EXCUSE: Requests for excused absences for Commissioners Cory and Ulloa were approved. APPROVAL OF MINUTES: September 14, 2009 and September 28, 2009 minutes were approved. August 10, 2009 minutes were continued due to lack of a quorum for that date. ORAL COMMUNICATIONS: None INFORMATION ITEMS: None ACTION ITEMS: Proposed amendments to the City's Multiple Species Conservation Program Subarea Plan and Section 17.35.050 of the Chula Vista Municipal Code Regarding Brush Management Principal Planner Lundstedt introduced the item with a brief summary, and Associate Planner Laube gave a detailed presentation. Together, they discussed the MSCP Subarea Plan and the guidelines contained in the plan to implement brush management activities throughout the City where urban development interfaces with open space. They indicated that the proposed amendments included minor text changes to clarify the location and extent to which brush management activities are performed, and amend the City's Municipal Code to include a new exemption category authorizing brush management activities to be conducted without having to obtain a Habitat Loss and Incidental Take (HLIT) Permit. Associate Planner Laube and Principal Planner Lundstedt responded to questions from the Board. RCC Minutes, 1/11/10, Page 1 of 2 • • • ACTION: Commissioner Turbide made a motion that the Resource Conservation Commission recommend that the Planning Commission approve the Planning Commission Resolution recommending that the City Council approve the proposed amendments to Section 7.4.4 and Section 7.4.5.1 of the Chula Vista Multiple Species Conservation Program Subarea Plan and an amendment to Section 17.35.050 of the City of Chula Vista Municipal Code regarding brush management activities. Commissioner Gilgun seconded the motion. The motion passed unanimously. DIRECTOR OF CONSERVATION AND ENVIRONMENTAL SERVICES COMMENTS Director Meacham commented as follows: • Commented further on the previously discussed Action Item and commended staff for their work. • Mentioned that Environmental Resource Manager Reed had been recognized by San Diego Network News as one of "35 Under 35 San Diego Community Leaders." • Directed the Board's attention to a Union Tribune article that was distributed on the dais on the amounts charged for solar permit fees around the county. • Invited Board members to attend the Energy Sub-committee meeting on Tuesday, January 12th at noon, which will include on the agenda an item for the Bond Measure discussion for Council to move forward, and an item on the eastern power plant site. CHAIR COMMENTS Chair Stillman thanked Associate Planner Laube and Principal Planner Lundstedt for their work. COMMISSIONER COMMENTS In regards to energy efficiency, Commissioner Gilgun asked about conducting future RCC meetings in a smaller conference room rather than in Chambers. Commissioners Rahimzadeh and Turbide offered comments in agreement. ADJOURNMENT: The meeting was adjourned at 5:02 p.m. to a regular meeting on Monday, January 25, 2010, at 4:00 pm in Council Chambers, 276 Fourth Avenue, Chula Vista, CA 91910.
