HomeMy WebLinkAbout2010-02-08 RCC MIN• City of Chula Vista, Council Chambers 276 Fourth Avenue MEMBERS PRESENT: Chair Stillman, Vice Chair Gilgun, Commissioners Cory, Rahimzadeh, and Ulloa MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION MEETING CALLED TO ORDER: By Chair Stillman at 4:04 p.m. ROLL CALL: February 8, 2010 MEMBERS ABSENT: Commissioners Turbide • STAFF PRESENT: Conservation & Environmental Services Director Meacham, Environmental Resource Manager Reed, Sr. Secretary Fields OTHERS PRESENT: MOTION TO EXCUSE: None Request for excused absence for Commissioner Ulloa for the January 11, 2010 RCC meeting was approved. • APPROVAL OF MINUTES: ORAL COMMUNICATIONS: INFORMATION ITEMS ACTION ITEMS: August 10, 2009 minutes were approved. None None 1. Climate Measures Progress Report Environmental Resource Manager Reed gave an 18-month Progress Report on the implementation on the City's seven Climate Protection Measures. He began with a brief background on the measures and the main focuses, and then updated the board on the progress since the previous report. Manager Reed followed by discussing specific details of each of the seven measures and the next steps for each. He also spoke on financing strategies for the measures. Lastly, Manager Reed and Director Meacham responded to questions and comments from the board. The board had an in-depth discussion on the wording of the motion. RCC Minutes, 2/8/10, Page 1 of 2 • ACTION: Commissioner Ulloa made a motion that the Resource Conservation Commission recommend that the City Council accept the Climate Measures Progress Report and recommends that the public bonds be available with a public benefit component if it is strictly a voluntary program. Commissioner Rahimzadeh seconded the motion. The motion passed unanimously. 2. Energy Infrastructure Update, i.e. South Bay Power Plant Director Meacham updated the board on the proposed new power plant project. He stated that he was seeking to know from the board if, from a policy standpoint, this was still the right direction that they thought we need to go. He then responded to comments and questions from the board. Chair Stillman voiced concerns about the location being in South Bay as opposed to elsewhere in the County. After much further discussion, the board agreed that they needed to revisit this topic before they would be able to make a decision. The item was postponed until the next meeting. No action was taken. DIRECTOR OF CONSERVATION AND ENVIRONMENTAL SERVICES COMMENTS (Director's comments were presented between Action Items 1 & 2.) Director Meacham briefly discussed SDG&E's Smart Meter Program. • CHAIR COMMENTS None COMMISSIONER COMMENTS None ADJOURNMENT: The meeting was adjourned at 6:15 p.m. to a regular meeting on Monday, February 22, 2010, at 4:00 pm in Council Chambers, 276 Fourth Avenue, Chula Vista, CA 91910.
