MINUTES OF A REGULAR MEETING OF THE
RESOURCE CONSERVATION COMMISSION
MEETING CALLED TO ORDER: By Chair Stillman at 4:00 p.m.

MOTION TO EXCUSE: Motion passed unanimously to excuse Commissioner Ulloa
from the March 22, 2010 meeting, and Commissioner
Turbide from tonight's April 26, 2010 meeting
APPROVAL OF MINUTES: March 22, 2010 minutes were approved.
ORAL COMMUNICATIONS:
Chula Vista resident Robert Ross stated that it was his understanding regarding the PACE
program, that the money could be used for water projects. He asked Director Meacham what
that included and what the money could be used for in terms water conservation projects.
Director Meacham responded that this and other programs facilitate the financing of water-
efficiency improvements such as irrigation systems, which included landscaping projects.
STAFF COMMENTS:
Associate Planner Tessitore-Lopez invited the board to participate in a roundtable City Council
workshop session on June 3~d on the City's Historic Preservation Program. She also mentioned
that the Historic Preservation Advisory Committee would be re-convening on May 6th and May
20th for two workshops, as well as for two public workshops on May 26th and May 27th.

eTec Electric Plug-in Vehicle Project
Director Meacham introduced Andy Hoskinson, Area Manager from eTec, who discussed
possible applications of the eTec electric plug-in vehicle project and responded to questions and
comments from the board.
INFORMATION ITEMS:
Greenhouse Gas Emission Inventory Update
Environmental Resource Manager Reed gave an update on the status of the 2009 Greenhouse
Gas Emission Inventory. He stated that the inventory has two components: the Municipal or
government operations side-emissions from our City buildings, fleet, streetlights, etc., and the
community-wide component-emissions from our businesses and residences. He then
discussed the timeline of where they are in the process.
ACTION ITEMS:
1. California Proposition 16
Director Meacham gave a summary of the proposition and the board discussed the issue at
length.
Chair Stillman stated that she would like to have someone speak to the Commission with
more information about the issue. Commissioner Rahimzadeh agreed. Chair Stillman
added that she would like the RCC to take a stand on the issue.
Vice Chair Gilgun stated that she felt it was important for the RCC to take a stand on this
issue because of all the misinformation and fear about it, and because it is a way of
protecting our city and helping us reach our goals.
Commissioner Ulloa stated that he felt the RCC should oppose the proposition because it is
tying the hands of the cities too much.
Commissioner Cory stated that she was disturbed by the inaccurate ads she had seen, and
that she was ready to make a recommendation to Council to oppose.
Commissioner Rahimzadeh voiced concern about how this state issue relates to the Council
and how Council would see the RCC's perspective on it.
ACTION: Commissioner Gilgun made a motion that the Resource Conservation
Commission provide the City Council with a recommendation to oppose
California Proposition 16. Commissioner Cory seconded the motion. The motion
passed unanimously.
2. Backup Generation Options
. Director Meacham gave a brief summary on the issue regarding one telecom company that
is requesting backup generators for their cell phone towers. After much discussion by the
group, it was determined that no formal motion would be taken on this item at this time.

3. Formation of a working Group on Alternative Transportation Initiative Options
No action was taken. The item will be brought back at a later date.

Director Meacham mentioned the resignation of board member Derek Turbide, and the board
briefly discussed possible applicants for the vacancy.

None
COMMISSIONER COMMENTS
Vice Chair Gilgun updated the board on the Climate Change Working Group. She stated that
the Working Group was moving forward, that there had been good attendance, and that the
group was still in the information-gathering stage about various areas of climate change. She
added that they had had excellent speakers and that the meetings had been held at different
city facilities, which had given the group an opportunity to obtain information from the various
sites and their staffs.
ADJOURNMENT: The meeting was adjourned at 5:54 p.m. to a regular meeting on Monday,
May 10, 2010, at 4:00 pm in Council Chambers, 276 Fourth Avenue, Chula Vista, CA 91910.
